STAFF REPORT
A request was received from Mr. William E. Coughlin. Site
Manager for AT&T, for parking to be prohibited on Second Street,
in front of the AT&T building located between Stoddard Avenue and
IIEII Street.
The request was for a parking restriction on the south
side of Second Street, between Stoddard Avenue and a point 180
feet east of IIEII Street. All of the other curb on the south side
between Stoddard Avenue and IIEII Street, is already red.
An investigation conducted by the Traffic Engineering
Section showed justification for the installation of a IINo Parkingll
Zone. The right lane is too narrow to allow side traffic flow
while maintaining parking. Parked vehicles, and particularly
trucks, on this portion of Second Street occasionally cause sight
obstructions, for vehicles attempting to enter Second Street from
Stoddard Avenue. Eliminating parking on this portion of Second
Street will enhance traffic flow and safety.
This matter was discussed by the Traffic Safety Advisory
Committee at their meeting of July 13, 1988. Since there is
adequate off-street parking available for all the businesses in
the vicinity, the Committee concurred with the requested IINo
Parking Any Timell Zone.
The parking restriction will not adversely affect the
parking demand in the area.

THEREOF. ." TO ESTABLISH A NO PARKING ANY TIME ZONE ON A PORTION
4 OF SECOND STREET BETWEEN "E" STREET AND STODDARD AVENUE,
APPLICABLE TO THE SOUTH SIDE ONLY.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
6 CITY OF SAN BERNARDINO AS FOLLOWS:

SECTION 1.
Resolution No. 3985, which prohibits parking
8 upon certain designated streets or portions thereof, Section ONE,
9 subsection (27.2) (c) is amended to read:
(c) Between "E" Street and Stoddard Avenue, applicable to
11 the South side only.
