This authorization is totally ineffective, since with current construc- tion costs it isn't practical to write a change order within this limit. When a Report of Bids is placed on the Council Agenda, the Staff Report includes an estimate of the total project cost, based upon the actual low bid price. An amount for contingencies, usually from 5% to 15%, is listed in this estimate. These funds are to cover the costs for change orders on other unforeseen ex- penditures. A procedure to allow staff to approve change orders up to certain prescribed limits would avoid the necessity of placing all change orders on the Council Agenda for approval. This would reduce staff time in preparing agenda items and the number of items on the Council Agenda. The attached resolution authorizes the Director of Public Works/City Engineer to approve change orders up to $2,500, and the City Administrator up to $5,000. However, the aggregate total of all change orders shall not exceed the amount listed for contin- gencies in the total estimated project cost, based upon the actual low bid price. RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING THE DIRECTOR OF PUBLIC WORKS/CITY ENGINEER AND CITY ADMINISTRATOR TO APPROVE INDIVIDUAL CONTRACT CHANGE ORDERS TO PUBLIC WORKS CONTRACTS IN THE AMOUNT OF $2,500 AND $5,000 RESPECTIVELY. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. The Director of Public Works/City Engineer is authorized to approve individual contract change orders to public works contracts up to $2,500.00. SECTION 2. The City Administrator is authorized to approve individual contract change orders to public works contracts from $2,500 to $5,000. SECTION 3. The total aggregate amount of contract change orders, approved by the Director of Public Works/City Engineer and City Administrator, for a specific contract, shall not exceed the amount listed for contingencies in the total estimated project cost, based upon the actual low bid price, included in the Staff Report for the agenda item reporting on the bids received and recommending award of the contract, and approved by the Mayor and Common Council. SECTION 4. Individual contract change orders authorizing additional costs in excess of $5,000 may only be approved by the Mayor and Common Council. SECTION 5. In no event may an individual contract change order be split to come within the limitations specified in this Resolution.
