STAFF REPORT
Subject: Change of Zone No. 87-12
Mayor and Council Meeting of October 24, 1988
REQUEST
To change the land use zoning district from R-2 Two-Family
Residential to R-1-7200 Single-Family Residential.
BACKGROUND
Forecast Corporation is requesting the above zone change for
about 23.4 acres on the south side of Rialto Avenue approxi-
mately 1,690 feet east of Meridian Avenue. The purpose of
this zone change is to allow the development of a 96 lot
single-family subdivision. Tentative Tract No. 13532 was
conditionally approved by the Planning Commission on July 19,
1988, however, the Council must take final action on zone
changes.
The land use designation on the Preferred Land Use Alterna-
tive Map of the Interim Policy Document (IPD) is RS Suburban
Residential which allows standard single-family homes on lots
which are a minimum of 7,200 square feet per unit. The
consistent underlying zoning districts for RS Suburban
Residential land use designation are PRD, R-1-7200, R-1-
10,800, and R-1-14,400. Therefore, Change of Zone No. 87-12,
which is a request for the R-1-7200 zone designation, is
consistent with the IPD. If the zone change was not
approved, the developer would be limited to the most restric-
tive compatible zone of R-1-10,800 standards and the minimum
lot size of 10,800 square feet.
MAYOR AND COUNCIL OPTIONS:
Approve or deny the zone change.
RECOMMENDATION
That the Mayor and Council approve of Change of Zone No. 87-
12 by adopting the attached ordinance.

SECTION 1. Pursuant to Chapter 19.06 of the San Bernardino
Municipal Code, the following described parcel of real property,
approximately 23.4 acres located on the south side of Rialto
Avenue approximately 1,690 feet east of Meridian Avenue is
rezoned from R-2, Two-Family Residential District, to R-1-7200
Single-Family Residential Development:
All that real property situated in the City of San
Bernardino, County of San Bernardino, State of
California, described as follows:
That portion of the North one-half of the
Northeast one-quarter of the Southwest one-quarter
and the Southwest one-quarter of the Northeast one-
quarter of the Southwest one-quarter of Section 7,
Township 1 South, Range 4 West, San Bernardino
Meridian, in the City of San Bernardino, County of
San Bernardino, State of California, according to the
Official Plat thereof, lying easterly of and
contiguous to the fOllowing described line:
Commencing at the point of intersection of the
center line of Rialto Avenue, with the center line of
Southern Pacific Transportation Company's main track
(Palmdale-Colton), said pOint being distant South
890 47' 40" West along said center line of Rialto
Avenue and also the northerly line of said Southwest
one-quarter of Section 7, a distance of 844.09 feet
from the Northeast corner of said Southwest one-
quarter; thence North 890 47' 40" East along said
center line of Rialto Avenue, 210.51 feet to a point
in a line parallel with and distant 200.0 feet
southeasterly, measured at right angles, from said
center line of main track and the Actual Point of
Beginning of the line to be described; thence South
