Tt1;s Resolution confirms the Assessment Roll and approves the
Assessment Diagram Map No. 973 for the construction and installation
of traffic signals at the intersection of University and Hallmark
Parkways.
On May 19, 1988, Resolution of Intention No. 86-182 was adopted
which instituted formal proceedings to form an assessment district
in the University and Hallmark area for the construction and
installation of traffic signals, and on June 16, 1986, Resolution
Ordering Work No. 86-247 was adopted. On November 2,1987, the
contract was awarded and on May 25, 1988, the construction was
completed.
The charges for the establishment of the district and the cost of
construction total $99,500.98, however there has been a $12,000
deposit made towards the cost of the signals by the property owner
on the East side of University Parkway at Hallmark which will be
deducted from the amount to be assessed. Hence, the total amount to
be assessed to the property owners within the District is $87,500.98
which will be placed on their respective tax bills if they have not
p aid the i r ass e ssm e n t wit h i n 3 0 day s fro m the date 0 f the r e cor din g
of the Assessment Diagram Map. The last day for cash payment will
be December 11, 1988.
The adoption of this Resolution is the final step in the
proceedings.

2 A RESOLUTION OF THE CITY OF SAN BERNARDINO CONFIRMING
ASSESSMENT ROLL NO. 973 FOR THE INSTALLATION OF TRAFFIC
3 SIGNALS AT UNIVERSITY PARKWAY AND HALLMARK PARKWAY IN THE CITY
OF SAN BERNARDINO, AND APPROVING ASSESSMENT DIAGRAM MAP
4 NO. 973.
5 WHEREAS, the Mayor and Common Council of the City of
6 San Bernardino on May 19, 1986, adopted its Resolution of
7 Intention No. 86-182, to order the work described therein to
8 be done under the provisions of Chapter 12.90 of the San
9 Bernardino City Municipal Code; and
10 WHEREAS, the Mayor and Common Council on May 19,
11 1986, approved the Engineer's Report on the proposed
12 assessment district, which report includes a proposed
13 assessment roll and Assessment District Map relative to
14 Assessment District No. 973; and
15 WHEREAS, pursuant to said Resolution of Intention
16 No. 86-182, a hearing was set for June 16, 1986, at which
17 time and place written objections and protests to the proposed
18 improvement, the extent of the district, or to the assessment
19 district itself were heard and considered and overruled; and
20
WHEREAS, the construction has been completed and
21 total construction costs have been incurred of $87,000.00,
22 with incidental expenses of $12,501.31,

1 total amount to be assessed to $87,501.31 which total
2 construction costs are hereby approved. The spread of these
3 construction costs by individual parcels is established herein
4 on Exhibit "B" attached hereto and incorporated herein by
5 ref ere n c e , w h i c h set s for t h the i n d i v i d u a 1 ass e ssm en t s to be
6 levied on each of the parcels of land within Assessment
7 District 973 and as shown on said assessment diagram map to
8 meet total construction costs; and
9 WHEREAS, recognizing that the total construction
10 cost will be collected over a period of ten years at 10%
11 interest per annum on the unpaid balance, the Mayor and Common
12 Council do determine that $17,499.97 to cover one-tenth of
13 total construction costs, including interest, must be spread
14 to individual parcels for 1989-90, and have been spread over
15 the individual parcels as set forth in Exhibit "A", attached
16 hereto, which together with Exhibit "B", is hereby declared
17 to be the Assessment District No. 973 Roll for 1989-90 for
18 the University and Hallmark Parkways Signalization District;
19 NOW, THEREFORE, THE MAYOR AND COMMON COUNCIL OF THE
20 CITY OF SAN BERNARDINO DO RESOLVE AS FOLLOWS:

22 hereby find and determine that the proportionate costs to be
23 levied against the parcels of land within Assessment District
24 No. 973 are correctly set forth on Assessment Roll No. 973
25 for the fiscal year 1989-90, University and Hallmark Parkways
26 Signalization District, designated as Exhibit "A" for total

costs of one year1s construction costs, including incidentals
and interest, and as Exhibit "B" for the spreading of the
total construction costs, including incidentals, respectively,
over the individual parcels, which Exhibits are attached
hereto and are incorporated herein by reference, and the
Mayor and Common Council do hereby confirm said assessments.
All property belonging to the United States Postal Service is
hereby excepted from said assessment.
SECTION 2. That said Assessment Diagram Map No.
973 is hereby approved.
SECTION 3. That the City Clerk is directed to cause
a copy of this Resolution and Exhibit "A" only to be
transmitted to the Office of the Auditor-Controller for the
County of San Bernardino with the request that the individual
assessments be placed on the subject 1989-90 property tax
bills for collection together with all other property taxes.
