The following summarizes the circumstances as related to the
subject matter:
The Engineering Division received a request to evaluate the traffic
safety conditions on 28th Street between Waterman Avenue and "E"
Street. The concern was lack of stop control on the side streets
entering 28th Street.
The matter was discussed by the Traffic Safety Committee and a re-
commendation was brought to the Mayor and Common Council to install
stop control at side streets entering onto 28th Street. On May 28,
1988, Resolution No. 88-152 was approved authorizing the installa-
tion of stop signs at five (5) locations along 28th Street.
The resolution called for additional signs on "D" Street to stop
North/South traffic. This was in error in the implementation of
the recommendation of the Safety Committee, since there was already
a stop control for the East/West Direction at "D" Street.
Consequent to the installation of the stop signs, it was brought to
our attention that stop signs were posted against "D" Street, which
was never meant to be. Staff took immediate action by removing the
undesired stop signs and initiated a request to change the relative
resolution to rectify the error.
On September 7,1988, Resolution No. 88-340 authorized the removal
of the undesired North/South stop signs on "D" Street at 28th
Street. Resolution No. 88-340 also inadvertently repealed
Resolution No. 88-152 which was necessary to legally authorize the
installation of the stop signs at the remaining 4 locations on 28th
Street.
