Recommended motion:
1. That the temporary closure of Pennsylvania Avenue, at
19th Street and north of 1675 Pennsylvania Avenue; and
Susie Lane, north of 1674 Susie Lane, be approved, and
that the expenditure of $4,000 from Account No. 242-
000-41803 for the purchase of semi-permanent concrete
barriers ("K" rail), be approved.

STAFF REPORT
The Engineering Division has been requested by the Mayor's
Office and City Police Department to evaluate the possibility of
limiting vehicular access to Orangewood Estates, a tract of 30
homes, located on Pennsylvania Avenue, between 16th Street and 19th
Street. The request was initiated due to on-going problems with
crime and vandalism in the area that has remained undeveloped (see
attachment) .
Subsequent to an investigation conducted by the Traffic
Engineering Section, a determination was made that one way to lessen
the impact of these problems would be to restrict access to
Orangewood Estates by closing Pennsylvania Avenue at 19th Street,
immediately north of 1675 Pennsylvania Avenue and on Susie Lane,
immediately north of 1674 Susie Lane.
A Letter of Intent (survey) was sent to the thirty-one (31)
home owners/tenants of the Orangewood Estates explaining the City's
proposal to limit access to their area. Ten letters were received
supporting the proposal, one letter was opposed (no reason given),
one letter was sent back by the Post Office, and the remainder were
no response.
This matter was discussed at the Traffic Safety Committee on
September 14, 1988. The Committee concurred with the staff
recommendation to limit access to Orangewood Estates by closing the
streets at the three subject locations. This action will involve
the placement of semi-permanent concrete barriers (K railing) as a
means of closing the streets. A supplemental W53B (No Outlet) sign
will also be placed at Pennsylvania Avenue and 16th Street advising
motorists of the street closures. A map depicting the location of
the proposed street closures is attached for reference.
Authori ty for the temporary street closure, for the safety
and protection of the public, is permitted under Section 21101(e) of
the California Vehicle Code.
Total cost for the proposed closure is estimated to be
$4,600. This amount includes the purchase of six (6) concrete
barriers ($4,000), installation by Public Services ($300) and
signage ($300). It is recommended that the expenditure of $4,000,
from Account No. 242-000-41803, Traffic Systems Fee Fund, for
purchasing the "K" rail barriers, be approved. The installation of
the barriers and signs will be financed from the Departments of
Public Services and Public Works budgets.
