to the San Bernardino City Sewer System and authorize the Director of
Public Works/City Engineer to enter into an agreement for Outside City
Sewer Service.

STAFF REPORT
Hafif Properties and the County of San Bernardino Environ-
mental Health Department have requested that Tentative Tract
13944 be authorized to connect to the City's sewer system.
This project, a 20 unit single family housing development is
located on 42nd Street between 3rd Avenue and nFn Street,
outside the corporate limits of the City of San Bernardino
(Map of project area attached). This project is not adjacent
to the current city boundaries.
The County of San Bernardino Environmental Health Department
has delayed approval of this project with the County Planning
Commission, to pursue this project connecting to the City's
sewer system in lieu of septic tanks. Their primary objec-
tive is to protect the groundwater in this area from degrada-
tion from septic tanks and other discharges that could
negatively impact groundwater quality.
The request for sewer service was presented to the Board of
Water Commissioners at their regular meting held on November
1, 1988. The Board of Water Commissioners unanimously voted
to refer the request for outside City sewer service to the
Mayor and Common Council without recommendation. .
