The project consists, in general, of widening the Pepper Avenue roadway at Grade Crossing No. 2-83.9, South of Rialto Avenue, to provide four lanes of traffic. This widening will require extending the box cul vert to handl e the storm water flows in the San Bernardi no County Flood Control District's channel along the North side of the railroad. Listed below is an estimate of the total project cost. Construction Contract Engineering and Inspection (W.O. #1832) Sub-total Contingencies (15% +/-) TOTAL ESTIMATED COST FOR WIDENING PEPPER AVENUE $ 62,588 $ 9,170 $ 71, 758 $ 10,242 $ 82,000 An amount of $160,000.00 has been allocated, under Account No. 242-362-57652, to finance the cost for improving this grade crossing. Of this amount, $121,500.00 is Section 203 Federal-aid Grade Crossing funds, which represents 90% of the costs for installing automatic gates. The remaining $38,500.00 in City funds is for the local agency, 10% share ($13,500.00) of the automatic gates, and the estimated cost of $17,641.00 for widening the grade crossing by Santa Fe Forces. Below is a tabulation of the total estimated project costs. It is proposed that $75,000.00 be transferred from the $235,000.00 allocated for Piedmont Drive at Ba 1 dri dge Creek, si nce thi s project has not been started and the funds coul d be replaced in the 1989/90 Street Construction Fund Budget. A permi t wi 11 be needed from the San Bernardi no County Flood Control Di stri ct for extending the box culvert. Plans have been submitted to the district in application for a permit. One of our six authorized positions for Construction Inspector is vacant. The five inspectors currently employed are fully committed to the many private developments and Public Works projects under construction. 11/3/88 -2- 75-0264 .. city OF SAN BERNARDtNO - REQUEST FOR COUNCIL ACTION STAFF REPORT Advertising of this project may necessarily be delayed until a permit is obtained from the District and sufficient constructing engineering personnel is available. We are currently authorized six Construction Inspector positions. One position is vacant due to the inability of the individual to successfully complete the probationary period. The recruitment process has begun and it is anticipated that the vacant position of Construction Inspector will be filled within a two-month period. We recommend that the Plans be approved and authorization be granted to advertise for bids. 11/3/88 -3-
