OF SAN BERNARDI.. !) - REQUE. j T FOR COUNCIL AC\ ..ON STAFF REPORT Some residents of the Verdemont area have requested that the Master Plan Chestnut Avenue Storm Drain be constructed before any further developments are approved. In response to these requests, staff was directed to prepare a Verdemont Area Infrastructure Financing Plan, to identify how this improvement could be financed at this time, instead of waiting until sufficient fees were collected from developments. A plan has been prepared in response to this directive. Financing for these improvements is shown on this plan to be derived through an assessment district. The tentative boundaries of the district are shown on the attached map. Since the developed parcels within the district have paid storm drain fees, it is proposed that developed parcels not be assessed for the cost of this storm drain. It is anticipated that this storm drain will cost about $1,370,000. Since we will not be able to "Up front" this amount from City funds, it will be necessary to sell bonds or secure a loan from the Redevelopment Agency. Estimates of costs and source of funding will be identified in the Engineer's Report. Establishing an assessment district requires at least 3 to 4 months.
