A request was received by letter of July 11, 1988, from Ken Steele,
District Director of Caltrans, for the City to indicate support for
making design revisions to the Route 30/330 interchange. Local access
to Pacific Street is provided by the present design. Additional
traffic would be placed on Pacific Street, which would necessitate
widening, and installation of traffic signals at Palm Avenue. A copy
of the letter from Ken Steele is attached for reference.

Highland Historic Preservation District. Acquisition of the additional
right-of-way would be a very lengthy process. In order to avoid
extensive delay to the freeway project, Caltrans is proposing to revise
the Route 30/330 Interchange as a freeway to freeway facility, and
construct on interchange on Central Avenue to provide for local service
in the area.
A public meeting was conducted by Caltrans on August 22,1988, to
present the proposed desi gn revi si ons to resi dents of the area and
receive input. Considerable opposition was expressed by residents
along Central Avenue, both in San Bernardino and Highland, to the
construction of an interchange on Central Avenue, due to the additional
traffic that would be generated.
At the Council Meeting of September 6,1988, direction was given for
staff to meet with Caltrans and determine if the Arden Avenue
Interchange would function in a satisfactory manner, if the Central
Avenue Interchange was not constructed.
In response to the City's request, Caltrans initiated an investigation
to determine if the Arden Avenue Interchange would be able to handle
projected traffic volumes, in the event that local service was not
provided at Central Avenue.
Caltrans has completed their investigation. We met with their
representatives on November 15,1988, to renew their findings. Their
conclusion is that the Arden Avenue Interchange will not operate at a
satisfactory level of service over the normal 20 year design period, if
the Central Avenue Interchange is not provided. Therefore, their
analysis indicates that the Central Avenue Interchange will be needed
at some time in the future, perhaps 5 - 10 years. Caltrans'traffic
projecti ons were based upon Arden Avenue bei ng extended Southerl y to
Baseline Street. They advise that this extension can not be done as a
State funded project. This project has been included in our Capital
Improvement Program in the 1991/92 Fiscal Year, to be financed with
Federal-aid Urban Funds.
Several alternate designs for the Central Avenue Interchange were
presented at the nei ghborhood meeti ng. One showed the interchange to
the West of the subdivision on the Northwest corner of Central Avenue
and Pacific Street. This location has been rejected by the Federal
Highway Administration, since it is less than the minimum spacing from
Arden Avenue. The des i gn preferred by Ca 1 trans is a norma 1 diamond

interchange at Central Avenue, except that the Westbound off-ramp will
circle around and approach Central Avenue from the West. Caltrans
indicated that another public hearing may be needed if there is
extensive concern over the design revisions.
An amendment to the Freeway Agreement wi 11 have to be executed. Thi s
amendment will show Central Avenue as a "future interchange. The City
may wish to have a more definitive timing commitment. Caltrans will
have some difficulty in agreeing to a firm schedule, since the funds
will be appropriated by the California Transportation Commission in
their STIP.
In view of Caltrans' determination that the Central Avenue Interchange
will be needed in the future, we recommend that the design ievision be
approved.

Dear Mayor Wilcox:
We are requesting official city support to pursue our concept to
make design revisions to the Routes 30/330 project as discussed
at a joint meeting of the San Bernardino/Highland city Councils
on July 7, 1988.
The concept as presented, generally involved:
o Rev is ing the Route 30/330 Interchange to remove the local
service connections to pacific Street. Only direct
connections between Routes 30 and 330 would be provided.
o constructing a local service interchange at Central Avenue
to replace the local service connections previously proposed
to Pac if ic Street. Th is would include improving Central
between the Route 30 Freeway and Highland Avenue.
This concept was discussed with Counc i1man Maudsley and several
members of your City staff pr ior to the joint meeting. They
indicated support for this concept at that time.
The support should be in the form of a City Council Reso1utioni a
suggested sample is attached.
If we decide to pursue this new course of action we would, at a
minimum, offer an opportunity for a design hearing on the
proposed changes.

RESOLUTION NO.
RESOLUTION OF THE CITY OF SAN BERNARDINO SUPPORTING THE
DESIGN REVISION TO THE ROUTE 30/330 INTERCHANGE BY ELIMINATING
ACCESS AT PACIFIC STREET AND CREATING ACCESS AT CENTRAL AVENUE.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO "AS FOLLOWS:
SECTION 1. The Mayor and Common Council of the City of
San Bernardino recognize the need to complete the Route 30/330

Freeway project between Arden and Fifth Street as expeditiously

as possible; and
SECTION 2. The provision of local service access to the
Route 30/330 Freeway at Pacific Avenue could result in delay to

the project due to possible impacts on the Highland Historic
12
District in the vicinity of Palm and Pacific.
SECTION 3. The proposed elimination of the Pacific Avenue
access and a new access at Central Avenue provide adequate access
and circulation to the community.
SECTION 4. The Mayor and Common Council of the City of
San Bernardino acknowledge support for CALTRANS' concept of
revising the design of Routes 30 and 330 to eliminate the local
service connections to Pacific Street and constructing a new
local service interchange, in the vicinity of Central Avenue with
appropriate improvements to the local road system.
