Closure of these streets will enable the highly
classified BMO complex to be included in the Norton Air Force
Base security perimeter. Enclosure of this complex will enhance
health and safety of the employees and visitors in the BMO com-
plex by reducing the possibility of terrorist activities.
Norton Air Force Base will close these streets just after
the first of the 1989 year, by installing guard gates to limit
access to base personnel and authorized visitors. There will be
no expenditure of City funds to close these streets. However, we
may determine that some signs to direct through traffic are
needed.
We recommend that authorization be granted to close these
streets.

2 RESOLUTION OF THE CITY OF SAN BERNARDINO DETERMINING THAT
PORTIONS OF TIPPECANOE AVENUE, FROM THE SOUTH BOUNDARY OF THE
3 BALLISTIC MISSILE OPERATION COMPLEX TO MILL STREET, AND MILL
STREET, FROM THE WEST BOUNDARY OF THE BALLISTIC MISSILE
4 OPERATIONS COMPLEX TO TIPPECANOE AVENUE, ARE NOT PRESENTLY NEEDED
FOR VEHICULAR ACCESS.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
6 CITY OF SAN BERNARDINO, AS FOLLOWS:

SECTION 1:
The referenced streets are not presently
8 needed for traffic circulation.

SECTION 2.
Based upon a traffic engineering study, the
10 referenced
streets
are
not
currently needed
for traffic
11 circulation.
This finding is due to the fact that the other
12 existing streets in the area would operate at an acceptable level
13 of service, with the adjustments in present traffic volumes due
14 to closure of the referenced streets.

SECTION 3.
Vacation proceedings will be initiated for
16 the referenced streets whenever funds have been secured from
17 Congress to construct a permanent by-pass for through traffic.

SECTION 4.
Closure of the referenced streets will be
19 accomplished by Norton Air Force Base installing guard gates to
20 control access.

SECTION 5.
Pursuant to Section
21101 (a) ,
of the
22 California Vehicle Code, the Mayor and Common Council hereby find
23 that Tippecanoe Avenue, from the south boundary of the Ballistic
24 Missile Operations Complex to Mill Street, and Mill Street, from
25 the west boundary of the Ballistic Missile Operations Complex to
26 Tippecanoe Avenue,
are no longer needed for vehicular or
27 pedestrian traffic.

SECTION 6. Authorization is hereby granted for the above
2 referenced streets to be closed to vehicular and pedestrian
3 traffic, by installation of guard gates by Norton Air Force Base.
