On Thursday, November 17, 1988, John Wilson and Henry Empeno of the City Attorney's Office; Mr. Roger G. Hardgrave - Director of Public Works; Anwar Wagdy, City Traffic Engineer; and Gene R. Klatt, Assistant City Engineer, made a field review of the subject properties. None of the properties were considered to be a hazard to traffic, the public or to safety. Therefore, all were found to be a hindrance only. Given only the two choices, this is the only response the group could find to make. All of the encroachments appear to be done in a good workmanlike manner and do not present an unsightly appearance. sight lines and distances were checked and compared with adopted standards for safety with no infractions found. Observation during the field review indicated a limited amount of local traffic only and pedestrian traffic in the roadway does not seem to be a hazardous condition.
