Agenda Item No. Jg c. rv OF SAN BERNAR....NO - REQ\....:ST FOR COUNCIL A~TION STAFF REPORT On November 21, 1988, the Council adopted a resolution establishing the PERS health plans as those which shall be available for use by employees in the General Employees' bargaining unit beginning February 1, 1989. This action has made it necessary to amend Article IV section 1 of the AFSCME MOD. In your packet is a resolution which contains the proposed new language which, if adopted by the Council, shall supersede Article IV section 1 of the AFSCME MOD in its entirety. The main language change is in Section 1 c which specifies the City's maximum contribution of $16 per month per employee for the purchase of medical insurance benefits. This was done to comply with the PERS requirement that participating retirees receive the same contribution of active employees with a minimum of $16 per month. The remaining amount available for active employees to use is described in Section 1A. City staff has met and conferred with AFSCME representatives concerning this matter and they concur with the language in Exhibit A of the resolution. 75-0264 1 RESOLUTION NO. 2 RESOLUTION OF THE CITY OF SAN BERNARDINO AMENDING GENERAL NIT MEMORANDUM OF UNDERSTANDING, ARTICLE IV, SECTION I, FRINGE ENEFITS. 5 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY SAN BERNARDINO AS FOLLOWS: SECTION 1. The Memorandum of Understanding for General G 7 Employees, Article IV (Fringe Benefits), Section I (Health/Life Insurance) is amended and superceded in its entirety 8 o 10 11 12 13 14 language contained in Exhibit nAn, which is attached and incorporated by reference herein. SECTION 2. Effective July 1, 1988, the city will provide employees without eligible dependents $105 per month as cafeteria monies to spend on any insurance benefit plan offered by the city. Employees with eligible dependents will be provided $180 per month as cafeteria monies to spend on any insurance benefit offered by the city. Effective the first full pay period in January, 1989, employees without eligible dependents will be provided $107.50 per month as cafeteria monies to spend on any insurance benefit plan offered by the city. Employees with eligible dependents will be provided $182.50 per month as cafeteria monies to spend on any insurance benefit plan offered by the city. Benefit plans offered by the City are described in section B. Employees may use any of the amounts described in this section to purchase any of all of the insurance benefits described in section B. B. Insurance benefit plans available for purchase by employees include; medical, dental, vision, life and accidental death and dismemberment insurance. C. An employee must purchase medical insurance offered through the City in order to utilize the contribu- tions described in section A. D. In addition to the contribution described in section A effective the first full pay period in January, 1989, the City shall contribute a maximum of $16.00 per month per employee to be used ex- clusively for the purchase of medical insurance benefits. E. City contributions not utilized by an employee revert to the City. F. Cafeteria monies may be redesignated or a change of plans may be made in accordance with the rules established by the insurance plan selected by the employee. Plan additions and drops are permitted in accordance with the rules established by the plan selected by the employee. G. An employee may not add another City employee as a dependent, or be added to another City employee's City health plan as a dependent, in order to receive "double coverage". H. The City hall provide ~h employee with $5,000 life and accidental death and dismemberment plan insurance coverage at no cost to the employee.
