(V OF SAN BERNARl,..NO - REQt,~ST FOR COUNCIL A\;YION STAFF REPORT On November 21, 1988, the Council adopted a resolution establishing the PERS health plans as those which shall be available for use by employees in the Mid-Management bargaining unit beginning February 1, 1989. This action has made it necessary to amend Article 10 of the Mid-Management MOD. In your packet is a resolution which contains the proposed new language which, if adopted by the Council, shall supersede Article 10 of the Mid Management MOD in its entirety. The main language change is in section D which specifies the city's maximum contribution of $16 per month per employee for the purchase of medical insurance benefits. This was done to comply with the PERS requirement that participating retirees receive the same contribution of active employees with a minimum of $16 per month. The remaining amount available for active employees to use is described in section A. City staff has met and conferred with Mid-Management representatives concerning this matter and they concur with the language in Exhibit A of the resolution. 12/6/88 GRJ : j r 75-0264 1 RESOLUTION NO. 2 RESOLUTION OF THE CITY OF SAN BERNARDINO AMENDING MID- MANAGEMENT MEMORANDUM OF UNDERSTANDING, ARTICLE 10, :1 HEALTH/MEDICAL INSURANCE 4 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: 5 G SECTION 1. The Memorandum of Understanding for Middle Management Employees, Article 10 (Health/Medical Insurance) is 8 \amended and superceded in its entirety by the language contained 9 lin Exhibit "A", which is attached hereto and incorporated by reference herein. 10 11 SECTION 2. In conjunction with the open enrollment period of November 1987, the city will start a conversion process towards a cafeteria type plan for Middle Management em- ployees. Employees will have $200 per month to "spend", cafeteria style, on a health plan, dental plan, vision plan or additional life insurance plan as made available through the city. City contribution monies not utilized on these plans is not usable in any other way and reverts to the city if not utilized. The increased contributions will take effect for payment of January 1988 premiums. B. Effective January, 1989, the $200 amount shall increase to $214 per month. Effective January, 1990, the city's contribution shall increase to $234. An employee may use any of the amounts described in this section to purchase any or all of the insurance benefits described in this section. C. An employee must purchase medical insurance offered by the City in order to utilize any of the contributions described in section B. D. In addition to the contribution described in Section A, the City shall contribute a maximum of $16.00 per month per employee to be used exclusively for the purchase of medical insurance benefits. E. The Accidental effect at this time shall this agreement. Death and Dismemberment plan remain in effect for the term in of F. Cafeteria monies may be redesignated or a change of plans may only be made annually during the open enrollment period in accordance with the rules established by the insurance plan selected by the employee. Plan additions and drops shall be made in accordance with the rules established by the insurance plan selected by the employee. G. All employees must participate in the City sored long term disability insurance plan. Employees pay the premium for long-term disability insurance. City's insurance contributions may be used to purchase term disability insurance.
