On December 14, 1988, the owner of the Miles House, located at 439 W. 8th Street, San Bernardino demolished small structures and shrubbery surrounding the main building. A demolition permit was issued by the City on August 24, 1988 but was suspended on September 22, 1988. California State CEQA (California Environmental Quality Act) Guidelines and City Resolution No. 13157 outlining the City's Environmental Review Procedures for the City of San Bernardino provide that demolition of an individual single-family residence is categorically exempt from environmental review unless the structure is of historical, archaelogical, or architectural significance. CEQA Guidelines Sections 15300 and 15301(1) and Resolution No. 13157, Exhibit B, Section 3(1). Prior to the issuance of any demolition permit for the Miles House, the City's Environmental Review Committee must hold a hearing to determine whether this planned demolition is categorically exempt from environmental review or whether a negative Declaration or an Environmental Impact Report will be required. A major issue before the Environmental Review Committee at this hearing will be whether the Miles House is of historical, archaelogical, or architectural signficance. Resolution No. 13157, Exhibit I, Article I, Section 4(a) and 11. We recommend that the Mayor and Council refer this matter to the Environmental Review Commitee for a hearing to analyze and evaluate the need for environmental review. HE/dys December 15, 1988 75-0264
