INCENTIVE PROGRAM The Committee received an Incentive Program for the Building Department (attached) and after considerable discussion referred it to the Board of Building Commissioners for their perusal. The Committee asked that a best and worst case scenario regarding the cost to the city be presented by the department. Coordination regarding the merit system recommended was also requested prior to returning this item to the Committee. 2. ORDINANCE NO. MC-GOG - The Committee referred the recommended amendment to the Board of Building Commissioners for their review and recommendation back to the Committee. 3. Sutton, Director BUILDING & SAFETY Subject Incentive Progr~ for Building Department Date March 17, 1988 Approved Date Due to a number of known deficiencies in inspections from the Building Department, the Code Review AdHoc Corrmittee was asked to investigate the reason why the quality of construction was declining. I looked into the matter and discovered that the reason for the decline in the quality of construction sterrmed from a decline in the level of knowledge of the Codes and support given to the Building & Safety Department staff to enforce these Codes. It appears that with the low salaries for the Department any turnover is not re- placed by experienced personnel. This puts the City into a continuous training mode, starting with the basics. I also discovered that training was difficult, due to the lack of training funds and the fact that the personnel did not have a complete set of Code Books. Through the discussions of this problem with the Committee, the funds for training and for the purchase of Code Books have been made available and have been used. The Committee expressed a desire to have me look into an incentive program that would motivate the current employees into expanding their knowledge of the Codes and Construction Techniques, and allow the City to attract experienced personnel from out- side sources. This can be accomplished in one of two ways: 1) You can restructure the job description within the Department to reflect beginning positions as I, and more advanced positions as II or III; 2) or, you can reward speCific milestones without re- structuring the positions, by tieing a dollar amount or percentage amount to these levels of achievements. With the potential for having the intent of this program misunderstood and the cumbersome procedures that would have to be undertaken to restructure the positions, I would recommend that the Committee consider an incentive program which would reward two levels of achievements: :' . , "I .~...-.' ,- ~I ~JMC: Com~lttee ~oae Ke'le~ Page 2 of 3 ~arch 17, 1988 1 ) The completion of a formal education program by an accredited College or University at the level of Associates of Arts in Engineering, Architecture, Construction Technology, or a closely related field. This would apply to all personnel except Plan Check-Engineer. Plan Check Engineer would be required to obtain a Bachelor's Degree in one of these disciplines, with the appro- priate state registration as a Structural or Civil Engineer. Recognizing that formal education is important, code information is equally important for the day to day operations of the Building and Safety Department. With this, I would recommend that: 2) 2a) General Building Inspectors and Code Compliance Officers would have to obtain a Combination Certificate in Building Inspection from I.C.B.O. 2b) Senior Building Inspectors would have to obtain a Combina- tion Certificate and two additional certificates in plumbing, mechanical, electrical and/or rehabilitation/construction inspection from I.C.B.O. 2c) Plan Checker would have to obtain a Combination Certificate and the Plans Examiner Certificate from I.C.B.O. 2d) Building Inspection Supervisor would have to obtain a Combi- nation Certificate from I.C.B.O. and a Building Official Certificate from C.A.B.O. 2e) Plan Check Engineer would have to obtain a Plans Examiner Certificate from I.C.B.O. and a Building Official Certifi- cate from C.A.B.O. The proposal would be that when the requirements are met for either one or two, this would trigger a merit increase of five percent (5%) in the employee's base salary. Being that there are two main areas of concern, if both areas are met this could result in a ten percent (10S) overall increase in base salary. These increases would only be granted as long as the employee's kept their certificates current. The I.C.B.O. Certificates have to be renewed every three (3) years. This is done by passing a refresher exam, which covers the new changes in the codes as well as the basic requirements that an inspector should encounter on a daily basis. The intent of this program is to motivate the current employees into not only learn- ing the basics, but to expand their knowledge of current construction practices, as well rw' 'WI..... I believe that a program such as this one would not only encourage the present employee's to stay with the City. but provide a method inwhich the City could attract experienced personnel from outside sources. The financial impact of this program would presently be minimal. due to the fact that only two employee's would be eligible for one of the merit increases. The city has a high wind area which is described as being north of, starting at the city limits west to east on Highland Avenue (both sides) to the intersection of Highland Avenue and Hwy 30, north and following the Crosstown Freeway east to the intersection of Highland Avenue and Arden Avenue, then east on Highland Ave (both sides) until it exits the city 1 imits. 2. Within this high wind area are 4 zones requiring special attention for roofing installations. Zone 2 is the main zone with overlays of zones 3 and 4. 3. tONE #1 is south of the high wind area and is a standard roof material installation requir- lng only 15# wind loads and for wood materials ~ pressure treated wood shake or shingles, installations of materials per manufacturers specTflcatlons. Tlle rfs: Each tile shall benailed 4. ZONE #2 is a high wind area requiring 20# wind loads and special roofing materials and lnstallation as follows: (may include zone #3 & 4). Tile roofs: Each tile shall be nailed. A. New roofs or completely stripped roofs: 300# double layer shingles applied per manufac- turer's instructions and including 6 fasteners per shingle and hand tabbing. whichever is the most restrictive. B. Reroofs (which may be included in zone #3) over existing, may be of standard composition type. but shall be installed with 6 fasteners per shingle and hand tabbed. (NOTE: 4 WOOD ROOFING IS ALLOWED IN ZONE #4) 5. ZONE #3 is a special high wind area which requires 20# wind loads and tile roofing ~ on all new construction which shall include but not be limited to the following: Each tile shall be nailed and each tile shall have a hiah wind clio installed on it. " Repairs or reroofing see zone #2 or #4. 6. lONE #4 is the city's fire zone for roofing. This zone does not allow any wood roofing materlals of any type. Existing wood roofs needing 15% or less in repairs may be repaired ~ only with 9res~ure tre'ted materials. if more than 15% in repairs, the roof must comply With current flre zone roo lng requirements. NO EXCEPTIONS. The wind design provisions of the Uniform Building Code and Uniform Building Code Standards shall also be applicable in the high wind and fire zone areas. Reroofs.illill be installed in accordance with Chapter 32 and Appendix 32 of the Uniform Building Code ana-uniTorm Building Code Standards No.32, 1985 Editions. including the above special requirement for each zone. If stapled, the staples must be in line/perpendicular with the slope of the roof. If the existing roofing material is stripped, then the new roofing provisions shall apply for each zone. At the time of final inspection, the roof will be inspected for proper tabbing. If adhesive has not securely sealed tabs, all free tabs will be hand sealed. The contractor or home owner shall provide adequate ladders to allow inspectors to make inspections. SPECIAL NOTES: 1. If there is a change in roof materials as from a light roofing material (composition, wood. rock, roll roofing) to a heavy roofing material (concrete. tile), engineering calculations ~ be required. This ~ apply to all roofs in the city 2. The following" are special provisions for construction and remodeling in zones #2, #3. and #4: A. No eave vents are to be installed on the north or west sides of buildings, zone 4 only. B. Attic vent will be required as per the Uniform Building Code. C. Hurricane clips ~ be required on all trusses and rafter tails. 3.
