INCREASE AUTHORIZED STRENGTH OF FIRE DEPARTMENT TO STAFF STATION 11 - The Committee recommended approval of a request to hire personnel on May 12 that need to attend the Fire Academy; cost will be $27,200. The Committee also recommended that at least $40,000 be committed to assign a crew on an overtime basis to the new fire station (between May 1 and July 1). If, after review by the City Administra- tor and the Fire Chief, there are salary savings available, an additional sum of $20,000 would be appropriated. See attached memo. 2. ESTABLISHMENT OF TRAFFIC ENGINEERING SECTION - Item continued. 3. RECOGNITION OF EMPLOYEES - The Committee recommended approval of the program and requested it be placed on the April 18 Agenda and, as a courtesy, the AFSCME be included in distribution. (See attached) 4. TELEPHONE MANNING AUTHORIZED STRENGTH The Com- mittee recommended approval. (Request attached) 5. CITY ATTORNEY REQUEST FOR SECRETARY - The Committee recommended approval. (Information attached) 6. CITY CLERK PRESENTATION - The Committee received and was receptive to a plan presented by City Clerk Shauna Clark regarding staffing in her department. No action was required by the Committee. Her proposal would allow her to hire two persons, one to use as a "floater" to cover during maternity leaves of three of her present employees. Cost would be paid from salary savings of the employees on leave. In October- November, this employee would shift to the election budget. Newcombe Fire Chief March 17. 1988 Date Approved Date The contractor has indicated that the station will be completed by the last of April. This is two months ahead of schedule. There are no funds in the current budget for staffing. The proposed 87/88 Fire Depart- ment budget contained funds for six month's staffing. However, due to the uncertainty of a completion date and the need to reduce the budget, those funds were cut. The following two items need to be addressed in relation to this situa- tion: ITEM #1 Fifteen personnel will be hired to staff Station #11. Ten will be required to attend the eight week Fire Academy. The other five have already received academy training and will require only a one week orientation before going on shift. It is recolTll1ended that the personnel needing to attend the academy be hired on May 12 when the academy begins. The cost will be $27,200 to July 1. The others will be hired on July 1, 1988. ITEM #2 Once the station is completed and accepted from the contractor, which will probably be by May 1,1988. I feel that a crew should be assigned on an overtime basis to staff the station. It will be difficult to maintain security, but more important, a vacant fire station will appear that the City is not meeting its commitment to provide fire protec- tion to the area. This cost will be $80.000 for an engine crew, captain, engineer, and fire fighter, from May 1 to July 1. This latest revision reduces the program to three nomination periods and a yearly review, and also provides for incentives to more employees. This proposal has been reviewed by Jim Robbins and Phil Arvizo for compliance with the intent of the Committee. The type, amount, and frequency of awards are tenative recommendations based on the overall cost of the program which would be a maximum of $2500 per year. Please place this item on your next agenda for reconsider- ation. GRJ:llv ~ ;~ EMPLOYEE RECOGNITION PROGRAM PURPOSE: To recognize achievements and outstanding work performance of City employees and to: a. Encourage and motivate employees toward greater effectiveness and efficiency b. Publicize the achievements and actions of individual employees c. Stress unity of the City work force RESPONSIBILITIES: (1) Each Department/Division will: a. Provide information to their employees on the nature of the program and establish procedures and criteria for departmental selection b. Accomplish periodic reviews and department employees for award of that and arrange for presentation of award departmental level selects period, at the c. Submit departmental nomination for city-wide award to the Personnel Department on approved form in each applicable category. Only one . nomination per category per period will be accepted (2) The Personnel Department will: a. Arrange for appropriate publicity of award (continued) Employee Recognition Program -- Procedures PROCEDURES (1) (2) (3) (4) 2 The department may select one employee in each category for that nomination period. Employees selected by the department will receive one (1) full 8 hour equivalent working day off with pay and receive departmental recognition and publi- city within the department. Departments with 15 or less employees may select only one employee per category per year and make that selection during any nomination period. Each department will then nominate those selected employees on approved form to the City Selection Committee through the Personnel Department for consideration of a City-wide award. The City Selection Committee will evaluate the nominations and select one employee in each category for that nomination period to receive a $100 cash award and recognition of service by the Mayor and Council. In December of each year, the Selection Committee will re-evaluate the periodic winners for that year, and select an "Employee of the Year" in each category. Each employee will receive a $250 cash award and a day off with pay. Presentation of the award will be made by the Mayor and Council. AWARD CATEGORIES (1) Management/Confidential employee (per Resolution 10584) of the Period: for employees performing professional staff work. (2) Mid-Management Employee (per Resolution 10584) of the Period: for employees whose primary duty is the direction and coordina-tion of the work of others. (3) Clerical Employee of the Period: for employees performing office and clerical duties. (4) General Employee of the Period: performing hands-on duties of technical or skilled nature. for employees a laboring, (5) Safety Employee of the Period: for Police & Fire Safety employees. (continued) Employee Recognition Program 3 -- Procedures ELIGIBILITY CRITERIA: (1) Must have been a regular City employee for one full year as of the close of the period. (2) Can only win once in any 24 month period. (3) Elected officials and City Administrator are not eligible. (4) Department Heads may be nominated by the Mayor or City Administrator under the Administrative category, and may be recognized for outstanding service but will not be eligible for cash or time off awards. NOMINATION PERIODS There will be 3 periods a year during which nominations may be made: January 1 April 16 July 16 April 15 July 15 October 15 Nominations received by the Personnel Department will be considered for award in that respective period. "City Employee of the Year" in each category will be evaluated by the selection committee from all city-wide periodic award winners in December of each year. SELECTION COMMITTEE: (1) Committee will be comprised of 1 member of the Council, Mayor or designated representative, City Administrator or designated representative, and two at-large members selected by the Mayor (could be department heads, Commission members, or private citizens). (2) Committee will establish criteria for selection, review all nominations, and announce their selections to the Mayor's Office. (3) Committee will meet during the last week of April, July & October to determine period winners, and first week in December for yearly winners. (c) Performance in an outstanding and courageous manner, "above and beyond the call of duty", during a serious emergency situation. Consideration should be assigned to the consequences which would have resulted if the act had not been performed. (d) Making substantial contribution to San Bernardino which shall enhance the prestige of the public service and City government. (e) Action by the employee that improves rela- tions between the City, other agencies, governmental bodies or community groups. Schweitzer, City Administrator SUBJECT: Telephone Division Support DATE: March 22, 1988 (7387) COPIES: Jim Robbins/Dean Gray ------------------------------------------------------------- Approximately one year ago, the City purchased a telephone system, which was installed during the summer of last year. As a result of that installation, the City does not contract with anyone to provide telephone services within the City Hall's structure itself. This is due to the one-year war- ranty on the system that has been installed by GTEL. As a result of the installation, the City has employed an operator, whose primary function is to not only respond to general inquiries from the community at large, but also to monitor the internal billing of the various departments by the City telephone system, and also monitor the external billing which comes from GTE and Pacific Bell. A third function of this position is to make input~ into the GRIPE system, so that complaints from the community at large will be addressed by the appropriate department. This person is physically located on the 6th floor and also serves as a receptionist for that floor. Over the past year, since that person has been employed, providing relief to that position has been a difficult task. The arrangement, which has been only partially satisfactory, has been for five departments to provide an individual on a given day of the week, and that person provides relief to the operator at breaktime and at lunchtime. The limitations to this approach are that if the person from the department is ill, then the operator still does not have someone to relieve her for that day. Which means that the person from the previous day then reports. This method of relief has been moderately successful, although not completely so. As an alternative to this, it is respectfully recommended that the Mayor and Council approve the employment of one additional Typist Clerk II, to serve as the relief operator on a fulltime daily basis. This position will be housed in the City Administrator's office area, and would provide clerical typing and filing support to the City Administrator's office, the Cable TV activity, and the telephone operations itself. A review of the amount totally paid for telephone services last year, indicates that we can again budget that amount for this coming fiscal year. The amount will be sufficient to pay the external phone bills to the phone companies, make the debt service payments and to continue the employment of these two positions.
