Vernon Avenue & Finance: p,. t:! ~ Baseline Street Council Notes: 75-0262 / Agenda Item NO~ t, CIYY OF SAN BERNARDl'HO - REQUI:1ST FOR COUNCIL ACTION STAFF REPORT Federal-Aid funds are provided from the Hazard Elimination Safety (HES) Program to finance 90% of the cost for improvements to reduce accidents. The installation of a left-turn phase on Baseline Street, at Mt. Vernon Avenue, has been designated for funding under the HES Program. Provision of a left-turn phase for Baseline Street will reduce accidents by creating a protected left turning move- me n t. Execution of Program Supplement No. 47 will serve to obligate $51,300 in Federal-Aid Funds to this project. It will be necessary for the City to allocate $5,700 in the 1988/89 Street Construction Fund Budget to finance the local agency share of the project cost. We recommend that Program Supplement No. 47 be approved. 2-23-88 75-0264 1 2 3 4 RESOLUTION NO. RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AUTHORIZING THE EXECUTION OF PROGRAM SUPPLEMENT NO. 47 TO LOCAL AGENCY-STATE AGREEMENT FOR FEDERAL-AID PROJECTS NO. 8-5033 BETWEEN SAID CITY AND THE STATE OF CALIFORNIA, ACTING BY AND THROUGH ITS DEPARTMENT OF TRANSPORTATION. 5, BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: 6 7 8 SECTION 1. The Mayor of the City of San Bernardino is hereby authorized and directed to execute on behalf of said City Program Supplement No. 47 to Local Agency-State Agreement 9 for Federal-Aid Projects No. 8-5033 to authorize certain 10 11 safety improvements, between said City and the State of California acting by and throu0h its Department of Transportation, a copy of 12 which is attached hereto marked Exhibit II A" and incorporated 13 14 herein by reference as fully as though set forth at lenqth herein. FOR FEDERAL-AID PROJECTS NO. 08-5033 DATE: November 19, 1987 This Program Supplement is hereby incorporated into the Local Agency-State Agreement for Federal-Aid which was entered into between the LOCAL AGENCY and the STATE on 4/6/78 and is subject to all the terms and conditions thereof. This Program Supplement is adopted in accordance with Paragraph 2 of Article II of the aforementioned Master Agreement under authority of Resolution No. I :3 J. -.,:- C . approved by the LOCAL AGENCY on 1-1 /5 J '7~ (See copy attached). ! 1 The Local Agency further stipulates that as a condition to payment of funds obligated to this project. it accepts and will comply with the convenants or remarks set forth on the following pages. All maintenance, involving the physical condition and the operation of the improvements, referred to in Article VI MAINTENANCE of the aforementioned Master Agreement will be oerformed by the Local Agency at regular intervals or as required for efficient operation of the completed improvements. 2. In executing this Program Supplemental Agreement the Local Agency hereby reaffirms the "Nondiscrimination Assurances" contained in the aforementioned Master Agreement for Federal-Aid Programs. 3. The Local Agency will advertise, award, and administer this project and will obtain the State's concurrence prior to either award or rejection of the contract. 4. The Local Agencv agrees the payment of Federal tunds will be limited to the Detail Estimate amounts approved by the Federal Highway Administration in the Federal-Aid Project Agreement (PR-2), or its modification (PR-2A), and accepts any increases in Local Agency Funds as shown on the Finance or Bid Letter or its modif.ication as prepared by the Division of Local Streets and Roads.
