I OF SAN BERNARD~,.....O - REQUL.iT FOR COUNCIL ACi ION STAFF REPORT CITY ADMINISTRATOR OFFICE The staff report from the Library briefly discusses two programs, one in place and one being proposed. The California Literacy Campaign program is the new program. If approved by Mayor and Common Council, the city is agreeing to a five year fully funded program. The percentages reflect the fundings level by the state. The city would not be responsible for the other 25 or 50%. The program will be scaled back to 75 and 50% in years four and five. Computers will be purchased only in year one. In year six, the city would be responsible for the Program Coordinator's salary and fringes. The report and discussions with the City Librarian indicates a level of confidence that a program will emerge by year five to fund successive years. If that is not the case, the city would be responsible for the program costs estimated at $47,000, as an ongoing cost. One method of funding year six is to condition the approval that other than city funding will be required for at least 14% of year six and all subsequent years. This percentage is approximately what was locally generated for the current program. The other method of funding is to plan for it and in year six include the cost in the budget. Staff concurs with the stated motion. A second motion to consider is: that the Library Board of Trustees be advised of a potential match requirement of 14% should the California Literacy Campaign program end in five years and other outside funds do not serve as replacement fund. 75-0264 CI'rY OF SAN BERNARDrHO - REQUt:;ST FOR COUNCIL ACTION STAFF REPORT Commencing October 1, 1987, the San Bernardino Public Library, the Friends Of The Dorothy Inghram Library and the Provisional Accelerated Learning Center have begun teaching adults to read using computer assisted instructional courseware developed by the Institute For The Study Of Adult Literacy at Pennsylvania State University. This venture is called the MICRO-READ ADULT LITERACY PROJECT and is currently based in a six station microcomputer center in the Dorothy Inghram Library. The project has been funded for a twelve month period by the following: U.S Department Of Education San Bernardino Employment and Training Agency Friends Of The San Bernardino Public Library Rotary Club North Of San Bernardino Gannett Foundation $25,000 TOTAL 10,500 1,800 1,800 1,900 $41,000 The CALIFORNIA LITERACY CAMPAIGN is funded through the California State Library to provide long term support for adult literacy projects sponsored by public libraries on the following basis: YEAR 1 75% YEAR 2 100% YEAR 3 100% YEAR 4 75% YEAR 5 50% Local jurisdictions are urged to set realistic targets to secure local support to sustain the projects based on this five year formula. The Board Of Trustees of the Library has adopted a budget for the first year application of $75,000 as follows: Staff : Literacy Program Coordinator (Full time) Library Pages (Parttime) Fringe benefits $27,000 9,000 9,000 Materials: Professional services: Microcomputers: $45,000 7,830 4,170 18,000 P 5 , 000 TOTAL The Library Board has reviewed the program at length and believes the design can be adjusted to insure the project will be adequately funded well after state funded support has been withdrawn with the possible exception of the Literacy Program Coordinator position. The Library Board recognizes the possibility this position may have to be assumed within the overall operat- ing costs of the Library. The Library Board recommends the Mayor and Council lend their support to the future addition of this fulltime position because of the following: 1.) The postion will have been completely funded for five years through state funds. 2.) There is a strong possibility state funding may be continued past the five year limit, thereby extending the subsidized cost of this position. 3.)
