Over 300 youth received academic reme- diation in reading, math, language, social. studies, and computer literacy. According to fonnal and informal evaluations, the program exceeded all expectations in increasing academic skills , self-concepts, and behavior. Outreach II will expand to deglaIOOrize gang and drug activity. Although services at the PAL Center are available to all San Bernardino City residents, the Center is within 5 minutes travel of over 4,700 elementary students in 8 elementary schools. The Center is located on the Wests ide of San Bernardino in a 92% minority "high risk" community of extreme employment, drug usage, welfare recipients, and gang acti vi ty . PROJECI' NEED The low-income children in the community are eager to learn. During 2 months of volunteer, free tutorial services, 35 children have enrolled, a waiting list has been established, and services were not even advertised. In the PAL Center service area, the school dropout rate is 35%, and over 50% in some places; 9,373 male and 2,749 female juveniles were arrested in San Bernardino County in 1986; 386 were arrested for drug law violations; 336 were arrested for drunkenness, 24 were 13 years old or younger; and 437 children 10 years old and younger were arrested for some criminal offence. Two years later, in 1988, escalating statistics reveal rampart drug, gang, and abuse activity among juveniles. GOAL Outreach II, an early intervention program for elementary school youth, will pro- vide intense academic tutoring, counseling, and anti-drug/anti-gang educational activities. Activities promote school retention, deglaIOOrize drugs and gangs, increase self-esteem, and promote positive behaviors. objectives and activities 1) To increase academic skill development for 90% of participants, students will be provided individualized tutoring, particularly in reading, math, and writing. Pre and post-tests will be administered. Students will engage in Exploration, Investigation, Problem Solving, and Decision-making (EIPD). 2) To increase self-esteem, problem-coping mechanisms, and values, 100% of the participants will engage in group and individual counseling sessions. Students will e~ in cooperative creative social skills utilizing the 4E Learning Cycle: Explore-through "hands-on" experiences; Explain-through "Heads-On" testing of their ideas, findings and conclusions; Extend-through application of ideas to the students' world; and Evaluate-through feedback of student learning. Self- esteem assessment surveys will be administered. )) To provide alternatives to drugs and gangs, 90% of participants will "Team Up With Atheletes", and other role models, who will use their positive influence to reinforce proper values, ethics, and cultural standards. Role models will share feelings, experiences, effects of drugs, provide support, and offer guid- ance to hel' youth find healthy alternatives to drugs and gangs. 4) To involve parents in the educational process, J 00% will sign a contract to actively participate in workshops, parent-child activities, and other support programning.
