STAFF REPORT A public hearing is proposed to review proposed amendment to Resolution 86-480, establishing fees for use of buildings, sports fatilities and recreational fa- cilities. The resolution is propose to be amended to allow for new fees for an "Alcohol Permit" and to provide for rental fees for the Seccombe Lake pavillion and concession stands at Encanto Ballfields, Nunez Park, and Seccombe Lake. There are no other changes in fees other than these newly proposed fees. The "Alcohol Permit Fees" are intended to cover, in part administrative costs to process a request for the waiver of Municipal Code 9.32.020 ~hich prohibits alcohol on public property. Municipal Code 9.32.040 provides for the adminis- trative waiver of this code. Actual staff and administrative costs for this process may range up to $180. This procedure involves the Parks, Recreation and Community Services Department, the Police Department and the City Adminis- trator's Office. The permit fee applies only to City Parks, Recreation and Community Services facilities. The Park and Recreation Commission conducted a public hearing on this proposed fee at its meeting of January 21, 1988 and subsequently voted to recommend the fees to Council on a 5 for, 1 opposed, 1 abstention vote. The actual modification of the resolution is as follows: Alcohol Permit fees (on City Parks, Recreation and Community Service facili- ties) 1. Special Events, Athletic Events, Fundraisers Sponsor must be an esta.blished, non-profit organization. Beverages are restricted to beer and wine. A. Alcohol Permit Fee: $50 - when ABC permit is not required and par- ticipation is 150 or less; $100 - when ABC permit is required or participation exceeds 150 (this fee is in addition to any rental or staffing fees). 2. Private Gatherings A. Alcohol Permit Fee: $50 (0-150 participants); $100 (151 or more par- ticipants). This fee is in addition to any rental or staffing fees. The addition of the Pavillion at Seccombe Lake is included as a new facility. The fees are structured to be identical to FOR Bowl in Perris Hill Park ($13 for first hour, $8 for each additional hour). The concession stands are included to provide the recovery of costs associated with their occasional use.. The proposed fees for the Encanto, Seccombe Lake and Nunez Concession stands are identical to the fee for the Perris Hill Con- cession stand ($50 per use) already established in the resolution. A lease agreement for any concession stand will preclude any rental. July 8, 1988 75-0264
