Synopsis of Previous Council action:
11-17-86 Resolution No. 86-443 adopted expressing support in the relocation of
the Ventura Gulls, Class "A" Baseball Team, to San Bernardino.
12-13-86 -- Council Ways & Means Committee reviewed proposed lease and directed
the City Engineer to proceed with preparation of the plans for the
Capital Improvements, and recommended CDBG Funds be allocated.
12-22-86 Resolution adopted authorizing execution of a lease with the San
Bernardino Spirit Class IIA" Baseball Team for use of Fiscalini Field.
01-05-87 Plans approved and authorization granted to advertise for bids.

Bids for this project were opened at 2:00 p.m. on Tuesday, 1-27-87.
A total of 3 bids were received, ranging from $74,444.00 to $109,920.00.
The low bid of $74,444.00 is 24.8% over the Engineer's Estimate of $56,000.
Listed below is an estimate of the total project cost, based upon the
actual low bid price:

TOTAL ESTIMATED PROJECT COST $ 87,500
An amount of $75,000 has been allocated from CDBG Funds, under Account
No. 121-544-57596, to finance the costs for this improvement.
After the bids were opened, the bidders indicated one reason the bids
were higher than the estimate is that our Electrical Engineer specified a parti-
cular brand of switchgear. This restriction increased the cost and extended the
delivery date.
Edison advised us on 1-28-87 that they wouldn't provide dual voltages,
as worked out with their service planner. This change will require some re-
visions to the plans. Also, the San Bernardino Spirit Baseball Club has
recently informed us that electrical power will be needed for refreshment
booths along both first and third base. Electrical power will need to be
stubbed out to these booths.
The second low bidder has submitted a letter requesting an opportunity
to negotiate with the City.
Due to the extensive revisions that will be required, we recommend that
all bids be rejected and authorization granted to readvertise for bids with
revised plans. It is planned to open bids on 2-11-87, and award a contract on
2-16-87. This should allow sufficient time to complete the electrical system
prior to the first home game.
URGENCY CLAUSE:
It is necessary that the bids be rejected at the Council Meeting of 2-2-87,
if a contract is to be awarded on 2-16-87.
