Synopsis of Previous Council action:
11-17-86 Resolution No. 86-443 adopted expressing support in the relocation of the
Ventura Gulls, Class "A" Baseball Team to San Bernardino.
12-13-86 Council Ways & Means Committee reviewed proposed lease and directed the
City Engineer to proceed with preparation of the plans for the Capital
Improvements.
12-22-86 --- Resolution adopted authorizing execution of a letter-type proposal
from L. A. Wainscott & Associates for architectural/civil engineering
services.
01-05-87 --- Plans approved and authorization granted to advertise for bids.

That all bids received for construction of a clubhouse,
masonry retaining walls, concrete slabs, and sewer
line, for Fiscalini Field in Perris Hill Park, in
accordance with Plan No. 7154, be rejected; and the
Director of Public Works/City Engineer authorized to
re-advertise for bids.

STAFF REPORT
Bids for this project were opened at 2:00 p.m. on Tuesday, 1-27-87.
The 3 following items were included in the Basic Bid:
1. Construction of masonry retaining walls, compacted fill, concrete
slabs and modifying supporting walls for bleachers.
2. Installation of sewer and water lines for clubhouse.
3. Installation of 6' chain link fence and gates.
Alternate bids were requested for metal building and prefabricated
structure. No bids were received for the modular prefabricated alternate.
A total of 3 bids were received (for the Basic Bid plus metal building
alternate), ranging from $308,875 to $414,900. The low bid of $308,875 is
134.4% over the Engineer's Estimate of $131,750.
We recommend that all bids be rejected and that the clubhouse be
readvertised.
Item No.1, of the Basic Bid, is required to allow completion of the
bleachers. Since the bleacher contractor has a Class IIAII license, we are
negotiating a change order to have Item No. 1 added to this contract.
We are investigating the possibility of having Items No.2 and 3
done under informal contracts.
URGENCY CLAUSE
A decision needs to be made at the Council Meeting of 2-2-87, in order to
allow development of plans for installing required improvements by the start
of the baseball season.
