REr~VELOPMENT AGENCY.lPqlJEST FOR C~MMISSION/COUNCIL ACi~ STAFF REPORT We are presenting the Design Guidelines and Development Framework document to the Council for final adoption. BACKGROUND i On October 6,1986 the Council adopted MC-544 which established the, Overlay Zone in Central City south. The ordinance specified certain changes on pages 122 and 123. These changes have been incorporated in the attached document. The document has also been reviewed and corrected for typographical errors. In addition the Planning Department has rewritten pages 8,9,10, & 11 to clarify the language on land use and to assure that it conforms to staff reports and the Council and the Study Area Committee's understanding at the time of adoption. Those changes are shown on the attached sheets. Finally, the Study Area Committee has recommended that the standards for Wholesale Commercial on page 39 be changed to allow parcels smaller than one acre under the Conditional Use Permit process. ;;. The Study Area committee has considered all of these changes and recommends theiT adoption. They have all been incorporated in the attached document which is presented to you for final adoption. ORDINANCE OF THE CITY OF SAN BERNARDINO ADOPTING AMENDED DESIGN GUIDELINES AND DEVELOPMENT FRAMEWORK FOR THE CENTRAL CITY SOUTH STUDY AREA. THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO DO ORDAIN AS FOLLOWS: . . SECTION 1. Recitals. A. By Ordinance No. MC-544, the City of San Bernardino adopted an overlay zone and imposed design guidelines and development framework upon an area designated as the Central City South Study Area. Various revisions have subsequently been made to ~ake technical corrections, clarify intent and to revise certain guidelines based upon further review and consideration. SECTION 2. Implementation. The Mayor and Common Council hereby adopt revised design guidelines and development framework for the Central City South Study Area, which shall be applicable to that property described in Ordinance No. MC-544. The design guidelines and development framework for the Central City South Study Area which shall apply to all property within the boundaries described in Ordinance No. MC-544 are those design guidelines and development framework as set forth in a booklet prepared by URS Corporation, Anil Verma Associates, and Soltis Design Associates, entitled "Design Guidelines and Development Framework, Central City South Study Area/San Bernardino, California", as revised, Bearing date "January 19, 1985", a copy of which is on file with the City Clerk of the City of San Bernardino. Such design guidelines and development framework are hereby specifically approved and adopted, in the form annexed hereto as Exhibit "A" and incorporated herein by reference. Any deviation from current standards 'will require specific approval of the City Engineer. . . .
