Recommended moti.on: 1. That all fees in the amount of $8,564 associated with the 1987 Black History Parade, be waived. or 2. That Police Department fees in the amount of $6,136 for extra police parade patrol in addition to normal daytime patrol, be waived. or 3. That Park, Recreation & Community Services Department fees in the amount of $1,806 for placement and removal of bleachers, chairs, tables, trailers and steps, be waived. or 4. That Public Services Department fees in the amount of $622 for street sweeping, sign posting & removal and barricade placement and removal, be waived. King, Board President of the Black History Parade Committee, Inc. has requested the City waive certain fees in connection with providing City services to the Black History parade on February 7, 1987. Several departments received letters directly from Mr. King requesting the waiver of fees (see attachments). This Division attempted to run them down and summarily include them as one agenda item. In past years, the City has observed all costs of this event. The total estimated costs to provide the necessary services will be $8,564.00. The following summarizes those services to be performed by each department and the associated costs: Police: Services to be Rendered -- provide patrol along the parade route in addition to the normal daytime patrol. Cost -- Ninety-three (93) personnel providing an average of 430 hours of patrol $6,136.00 Parks. Recreation & Community Services Services to be Rendered -- pick up, set up and take down bleachers, chairs, tables, trailers and steps. Cost $1,806.00 Public Services Services to be rendered sweep streets and parking lots, post and remove signs, i.e., No Parking, set up and remove barricades over a 5 hour period (minimum depending on the amount of sweep- ing. ) Cost TOTAL $ 622.00 $8.564.00 There are currently no ordinance provisions in effect to allow the administrative waiver of fees. These matters must be brought before the City Council for action as soon as they are received for proper action. This waiver will assist the Black History Parade Committee, Inc., a non-profit organization, in sponsoring a drill competition of approximately 20 competing drill teams. There will be in excess of 500 young people participating and an estimated 1500 spectators. We wish to thank you in advance for your consideration of this request. The parade is one of many events celebrating Black History Month in the City of San Bernardino and the Inland Empire. We invite all segments of the community to join in our parade. Each year we strive to improve the quality of the parade and offer the public a first class presentation. The parade has grown into one of the largest in the State of California primarily through the efforts of volunteers. As a non-profit organization, it would be impossible to present such a high-quality program without the support of numerous public organizations and agencies. To that end, we again ask the support of your department in transporting bleachers from Norton Air Force Base to the parade route. If your agency is able to support our request, we will arrange a safety briefing to be presented by base personnel. If available, we also request the loan of ten portable restrooms for the benefit of parade participants. The parade will begin at 10:00 A.M. at 19th and Muscott, proceed south to Baseline, east to Mt Vernon and north to 17th Street where it will end. If your agency is able to support us, we request that the barricades be in place by 8:00 A.M. 7 Feb 87. In addition, we request that street sweepers sweep the streets, the parking lots of New Hope Missionary Baptist Church (1757 W. 17th st.) and Vent-Cair, Inc. (1675 N. Mt Vernon Ave) immediately after the parade. We have obtained appropriate entry permits to those areas. The parade will begin at 10:00 A.M. at 19th and Muscott, proceed south to Baseline, east to Mt Vernon and north to 17th Street where the parade will end.
