Action
The City Administrator was directed to work with the Parks, Recreation and Community
Services Department to review the recommendations made by Arthur Young's audit of the
Parks, Recreation and Community Services Department, and to present an implementation
plan with specific reco~endations by January 5, 1987. This implementation plan will
include any meet and confer requirements with the union.
If the City Administrator cannot meet the January 5, 1987 deadline, then a status
report must be given to Council at that time.

Dear Mayor and Common Council:
In writing this letter, I am serving in the capacity of the
chairman of the Authority for the Handicapped, the Joint Powers
Authority for the Center for Individual s with Oisabil ities and '7(i.~~'

I am writing regarding the Arthur Young study of the City ~~Yo~.l)~Zc ~
Parks, Recreation and Community Services Department. This study .~ ~S~
recommends that the position of Recreation Coordinator for the ~~ ~
Disabled, provided by the City Parks, Recreation and Community ~
Services Department, be reduced from a full time position to a part
time position.
We strongly disagree with this recommendation. Some of the
responsibilities of the Recreation Coordinator include:
1. Supervise therapeutic recreation programs for children and
adults with disabilities at the CIO.
2. Manage facilities, and coordinate scheduling and maintenance
of the 15,000 sq. ft. CIO (average monthly attendance is
5 ,000) .
3. Supervise 10-15 part time recreation staff.
4. Recruit, orient, and train 750 volunteers a year for Special
Olympics and the CIO.
5. Provide inservice training concerning therapeutic recreation
to CIO staff and other City recreation staff.
6. Fundraise $35,000 a year for Special Olympics and the CID.
7. Serve as a staff liason to the J.P.A., Advisory Council, and
friends of the CID.
8. Direct the San Bernardino/Redlands Special Olumpics Program
that involves 2,000 people per year.
9. Direct the annual Harvest Fair that involves an additional
2,000 individuals, businesses and organizations.
10. Provide public relations services for the CID and Special
Olympics, e.g., writing press releases and Public Service
Announcements, speaking to community groups, news media, etc.

By our observations, the present CIO Coordinator works be-
tween 45 and 65 hours a week to perform these and other respon-
sibilities at the CI0. Certainly, these conditions and respon-
sibilities do not warrant reducing this position to part time
status. If anything, additional staffing is needed at the CI0,
not less. In addition, the city has a contractural obligation to
provide, "...A full time (at least 40 hours per week) coordinator
for CI0...", this language is taken from the CIO operating agree-
ment between the City and County that establishes the Authority
for the Handicapped.
I urge you to consider all these factors when reviewing the
Arthur Young study. It is our firm belief that there should be no
reductions in the current CrD Coordinator position.
