Description) �] Finance: Council Notes: i32-L Agenda Item No._ /q yi9 - �a CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION Staff Report Subject Amendment of City of San Bernardino Municipal Code Title 2, Chapters 2.14 and 2.15. Background: As part of the City's proposed reorganization to transform into a City that is progressive, innovative and responsive,the City Manager presented to Mayor and Common Council at the recent retreat a proposal to streamline City operations, create alignment, combine overlapping functions, and achieve greater efficiencies by changing the titles and functions of the Public Services Department and the Development Services Department. The reorganization of functions and re-titling of these two departments requires amendments to the City of San Bernardino Municipal Code, Title 2, Chapters 2.14 and 2.15. The proposed changes for the Public Services Department include the restructuring of facilities management, fleet maintenance, real property,traffic engineering and the Capital Improvement Program into one department with a name change to"Public Works."This new Public Works Department will improve communication and streamline coordination between the divisions that provide maintenance services for all public infrastructures,vehicles and facilities; create a cost savings; and provide an opportunity to cross-train fleet maintenance staff. Further, consolidating engineering into the new Public Works Department will result in enhanced communication and alignment of those functions. The proposed changes for the Development Services Department include combining Planning and Building programs with Code Enforcement, consolidating into the new"Community Development Department."This change will allow managers and employees to focus on core services and improve coordination between building inspections and code compliance activities. The focus on code enforcement in the City is critical to the sustainability of the community, and transferring Code Enforcement will enhance these efforts and promote the alignment with other development services. San Bernardino Municipal Code Chapter 2.14 is amended to now read in 7 its entirety as follows: 8 CHAPTER 2.14 9 DEPARTMENT OF PUBLIC WORKS 10 Sections: 11 2.14.010 Established. 12 2.14.020 Director. 13 2.14.030 Director—Duties. 14 2.14.031 City Engineer. 15 2.14.032 City Engineer—Duties. 18 2,14.040 Meetings. 17 2.14.010 Established. 18 There is established a Department of Public Works. MC-1027, 9-8-98.) 11 2.14.040 Meetings. 12 The Director shall represent the Department of Public Works at all meetings and 13 hearings of the Mayor and Common Council considering matters relating to engineering, 14 streets, rubbish, refuse disposal, improving of streets, or public works either in person or 15 by duly authorized representatives.
