Clfi OF SAN BERNARDlhd - REQUE~ FOR COUNCIL AC1.DN STAFF REPORT Mr. Kendell Lang of Omni Brokers, excl usi ve agent for the paci fi c Savings Building, was invited to the December 4th meeting of the Central City Parking Place Commission to discuss his request for designated parking spaces in the 5-1evel parking structure. The lease agreement for 120 parking spaces, which he presented, between the City and Pacific Federal Savings, expired on March 31, 1983. Mr. Lang explained that their firm is making every effort to relocate the Fourth District Court of Appeals into the 3rd and 4th floors of the Pacific Savings Building. In order to procure this agency as a tenant, they need at least 55 designated parking spaces. Since the Pacific Savings Building has a total of 125 allocated parking spaces in the 5-1evel parking structure, as approved by the Mayor and Common Council (Res. B4-366), the Commission voted to convert 55 out of the 125 parking spaces to designated spaces exclusively for the purpose of obtaining the Fourth District Court of Appeals as a future tenant in the Pacific Federal Savings Building. The lease rate for the 55 spaces will be charged at the current rate of $21.40 per space per month. A recommendation was al so made that Mr. Lang contact RDA for any financial assistance. The Commission motion is presented below: Motion: That the Central City Parking Place Commission recommend that 55 spaces out of the 125 allocated spaces for the Pacific Savings Building, in the 5-level parking structure be converted to "designated spaces", sUbject to Mr. Lang consulting with the Public Buildings Superintendent on the location of the spaces and negotiating a lease, at a lease rate of $21.40 per space, less 25% for uncovered spaces; also conditioned upon the procurement of the Fourth District Court of Appeals as a tenant in the Pacific Savings Building. This action was necessary if a lease with the proposed tenant was to be concluded. Another request was al so considered and approved by the Parking Place Commission at their meeting. This request was made by letter from F. E. Schnetz and Company. A copy of this letter is attached for reference. Liu, Traffic Engineer 3 CIT- or OF SAN BERNARDI~"O - REQUF~T FOR COUNCIL AC....~ON STAFF REPORT A request to lease fifty parking spaces was presented presented to ~he Central City Parking Place Commission meeting of December 4, 1986, in order that a tenant agreement could be negotiated with the County of San Bernardino, for lease of the old Woolworth Building, 396 North "E" Street, at the corner of 4th " "E" Streets. Their parking needs exceed the 80 parking spaces ailocated and assigned within the three level parking structure at Central City Mall. Eighty spaces are sufficient for rental use, but 130 is deemed necessary by the contract. The Commission, has determined that there are 87 unallocated or assigned parking spaces available within the five level parking structure, at City Ball, that could be made available, and if assigned to the top level, (not covered) should be leased at a rate of 75' of the established amount of $21.40. Since it was highly desirable to keep governmental agencies within the city and downtown area, they recommended that 50 parking spaces should be leased to the Central City Commerce Center, conditioned upon the County being a tenant of their building at 396 North -E" Street, and lease be voided if the County does not occupy or vacate the building. "E" Street, San Bernardino, I am requesting a 25 year lease for 50 parkinq spaces in the 5 level City Hall parking structure. I understand that the cost is $21.40 per month per space less 25 % for spaces on the top level. I would prefer the requested spaces be located on the top level. The lease shall be conditioned on San Bernardino County being a tenant of the building and will be voidable if the County of San Bernardino vacates the building.
