The Highland Area Plan Citizen Advisory Committee (CAC) has
completed work on the recommended land use plan. The CAC
began this phase of the Plan with the review of three alter-
native land use plans prepared by staff. These plans were
rejected by the CAC in favor of a neighborhood-by-neighbor-
hood review using the existing Highland Community Plan as a
base. The CAC, after considerable discussion and debate,
prepared a plan which basically leaves the existing Highland
Community Plan as is north of Highland Avenue, and generally
increases residential densities south of Highland Avenue.
Strip commercial designations along Highland Avenue and
Baseline Street are preserved or expanded. Foothill areas
are left unchanged. Areas east of Boulder Avenue were
changed to reflect approved or existing subdivisions.
The CAC itself consisted originally of 25 members appointed
jointly by the Council and Board of Supervisors. Membership
included approximately 40 percent City residents and 60
percent County residents, reflecting the proportions of both
population and land area. During the past three to four
months, attendance has included about five to eight persons,
almost all County residents. To date, there has been no
other citizen input.
The CAC's plan was scheduled to be reviewed by the Planning
Commission at a workshop on November 13, 1986, however, that
meeting was cancelled due to lack of a quorum. The review
was rescheduled for the Commission workshop of December 9,
1986. Once the Commission provides input to the plan, it
will be placed on the Council agenda for their rev~ew. At
that point, staff will complete work on the Area Plan report
d draft Environmental Impact Report.
