STAFF REPORT
The special elections for the unexpired terms of the Third
and Fourth Wards have been called and consolidated with the
municipal primary election to be held on March 3, 1987.
This ordinance requires that candidates in the Third and
Fourth Wards for the terms commencing on June 1, 1987 and
for the unexpired terms ending on May 31, 1987, must file
separate nomination papers for both terms and are prohibited
from filing nomination papers for only one term. The
candidate receiving the highest number of votes at the
March 3, 1987 election would be declared elected to fill the
unexpired terms in the Third and Fourth Wards. The filing
deadline would be December 24, 1986 at noon.
Elections Code Section 22840.5 which extends the filing
deadline by 5 days when an incumbent does not file
nomination papers would not be applicable to the primary and
general elections in the Third Ward.
