STAFF REPORT
The City received a petition from the residential neighborhood
immediately South of St. Bernardino Hospital requesting the City to
alleviate the parking problems that have been created mostly by all-day
parkers from the hospital.
This matter was discussed at 10/8/86 Mayor's Traffic Safety Advisory
Committee Meeting, and the Committee decided to first conduct a neigh-
borhood questionaire survey to determine what type of parking control
al ternatives the residents perferred, namely, 2-hour parking, resident
permit parking, and no control at all.
A total of 126 questionnaires were sent out in mid-October to all the
residents living in the area bounded by Waterman Avenue to the West,
Crestview to the East, 21st Street to the North, and 18th Street to the
South. 59 responses have been received (46% rate of return), of which
541 prefer 2-hour parking, 191 prefer residential permit parking at
$10/permit, 191 prefer no restriction at all and 41 other.
The results of the survey was presented to the Mayor's Traffic Safety
Advisory Committee at their 11/12/86 meeting. The Committee subse-
quently recommends that the area between 21st Street and 19th Street,
including 20th Street, Kenwood, Crestview, Pepper Tree, Parkside and
Broadmoor be designated for 2-hour parking, 6 a.m. to 6 p.m., Monday
through Friday.
Instruction to City Attorney:
Amend Resolution 8234 to add:
SECTION ONE & ONE-QUARTER: That in accordance with Section One
of Article IV of Ordinance No. 1652 of the City of San Bernardino,
it is hereby found and declared that the public convenience and
necessity require that parking be limited to a period of time no
longer than two hours, between the hours of 6:00 a.m. and 6:00 p.m.
of any day except Saturday and Sunday upon those certain streets
or alleys, or portions thereof, or other City property hereinafter
designated, to-wit:

NO. 8234 ENTITLED IN PART "A RESOLUTION. . . ESTABLISHING PARKING
3 TIME LIMITATIONS UPON CERTAIN DESIGNATED STREETS OR ALLEYS, OR
PORTIONS THEREOF. . ."; ESTABLISHING 2-HOUR PARKING LIMITATIONS
4 IN THE RESIDENTIAL NEIGHBORHOOD BETWEEN TWENTY-FIRST AND
NINETEENTH STREETS, SOUTH OF ST. BERNARDINE HOSPITAL; AND
5 REPEALING SECTION FOUR.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF
i SAN BERNARDINO AS FOLLOWS:
8 SECTION 1. Resolution No. 8234 is amended by adding Section
9 One and One-Quarter to read as follows:
