Joint Use of Norton Air Force Base

RECOMMENDED ACTION FOR JOINT USE:
I move to recommend that we authorize negotiations with
International Planning & Analysis Center for a small City-
County shared-cost contract for the purpose of seeking from
the Federal Aviation Administration a grant for the funding
of follow-on Master Plan and Environmental Assessment.
And further, to establish an Interim Airport Sponsorship
Committee as required by FAA for the purpose of FAA grant
presentation.
At such time grant approval is received from FAA, this
committee's charge would be to proceed with Request for
Proposals for Master Planning and Environmental Assessment,
and negotiate with the Air Force for joint use.
This Interim Airport Sponsorship Committee should include the
City, County, affected municipalities and other governmental
agencies, specifically: County representation by Supervisor
Riordan and myself; City representation by Mayor wilcox and
appointed Councilperson; one representative from the Cities
of Redlands, Rialto, Colton and Lorna Linda; representation
from the Inland Action (Military Affairs Committee) and a

In addition, honorary membership from our local, State and
Federal legislators; the San Bernardino Chamber of Commerce;
Norton Air Force Base; Federal Aviation Administration:
San Bernardino Associated Governments (SANBAG) and a community
leader.
