Synopsis of Previous Council action:
On October 6, 1986, the Mayor and Common Council approved the FY 1986/1987
Supplemental Appropriation CDBG Program Mix.
On November 7, 1986, the Mayor and Common Council took an action scheduling
consideration of the FY 1986/1987 CDBG Supplemental Appropriation funding
recommendations at 3:00 p.m., December 8, 1986.
Recommended motion:
Move to approve the amended FY 1986/1987 CDBG "Statement of Objectives and
Projected Use of Funds" and authorize staff to submit same to the U.S. Department
of Housing and Urban Development.

STAFF REPORT
On October 6, 1986, the Mayor and Common Council approved and
adopted the fiscal year 1986/1987 Community Development Block
Grant supplemental funding Program Mix and authorized staff
to solicit proposals.
At tbe November 17, 1986 meeting, the Mayor and Common
Council set a date and time certain to consider funding
recommendations made by the Community Development Citizens
Advisory Committee (CDCAC) and to receive input in the
following Program Mix category:
Capital Improvements/Infrastructure Projects
Funding Amount: $313,481
The CDCAC met on November 6, 1986 and again on November 13,
1986, to review proposals and make funding recommendations.
Members were supplied with complete proposal packets, which
were reviewed during the period between the two meetings
noted above.
At the November 13, 1986 meeting, a quorum was not present.
Operating as a "Committee of the Vlhole" and after considera-
ble discussion, it was the consensus of the "Committee" that
the attached recommendations be forwarded to the Bayor and
Common Council for consideration.
Staff recommends that the Mayor and Common Council approve
and adopt the FY 1986/1987 Statement of Objectives and
Projected Use of Funds as amended, and authorize staff to
submit same to the U.S. Department of Housing and Urban
Development.

*project #8 for the installation of handicapped ramps on
various streets originally requested $50,000. However, after
Comittee recommendations were made, it was discovered that they
were $1,198.00 over the total allocation ($313,481). As a
result, the Committee decided, by consensus, to reduce the
amount of funding for project .8 by that amount ($1,198.00).

STAFF REPORT
During the Fiscal Year 1986/1987 CDBG Public Hearing, the
Mayor requested in the future that staff request Council to
set a date and time certain for consideration of CDBG funding
proposals in the event the Mayor and Common Council did not
want to consider said proposals during regular meetings.
Staff is requesting the Mayor and Common Council set a date
and time certain for the consideration of supplemental CDBG
funding proposals. Inasmuch as the City's Community Develop-
ment Plan must be amended to reflect the actions taken by the
Mayor and Common Council, staff recommends that November 24,

Use of Funds/Description
Street Lights -- Highway Safety:
Provide funds for installation of highway safety
lighting on Waterman Avenue, Central to Mill
Street, Census Tracts 60 and 72.
Sidewalk Fill-In -- Mt. Vernon Avenue:
Provide funds for construction of sidewalks
to fill-in sidewalks located at Mt. Vernon
Avenue, 5th Street to Highland Avenue -- Census
Tracts 42, 47, 48.
Sidewalk Reconstruction:
Provide funds to reconstruct damaged and
hazardous sidewalk at Baseline to Highland
Avenue and Mt. Vernon Avenue to Lytle Creek
Wash, Census Tracts 42, 47, 54, 55.
Playground -- Nunez Park:
Construct childrens playground at Nunez Park,
Census Tract 42.
Rio Vista Park Development:
Provide funds towards completion of Phase lIB
Development of Rio Vista Park, Census Tract 42.
Nicholson Park -- Picnic Shelter:
Construct a picnic shelter consisting of three (3)
modular units at Nicholson Park, Census Tract 44
Senior Citizens Service Center Entryway:
Modify Senior Citizens Service Center Entryway
located at 5th Street, Census Tract 58.
Streetscape Design:
Fund architectural/Engineering Services for street-
scape design in commercial and industrial areas,
City Wide.
