1. SPACE PLAN - Item continued. Staff to provide a
comprehensive, coordinated plan indicating financing alterna-
tives/sources and schedule.
2. COLTON SCHOOL IMPACTION FEES - The Committee recom-
mended approval of fees as formerly presented.
3. CONDITION WAIVER - JOHN DAY, PARCEL MAP 9939 - Item
continued. City Engineer to contact other cities regarding
small scale undergrounding. A recommended code is to be pur-
sued and brought back to Committee.
4. RESOLUTION AUTHORIZING CITY PERSONNEL ACCESS TO
CRIMINAL INFORMATION HISTORY - Item continued. City Adminis-
trator, City Attorney and Police Chief are to explore classes
affected, costs, legality, meet and confer issue, source of
funding and establishment of a review committee and return to
Committee.
5. ORDINANCE TO ELIMINATE THE REQUIREMENT THAT CHIEF OF
POLICE APPROVE THE EMPLOYMENT OF SPECIAL OFFICERS - The Com-
mittee recommended approval. The ordinance amendment is at-
tached.
6. ORDINANCE TO AUTHORIZE DIRECTOR OF WATER RECLAMA-
TION, ENVIRONMENTAL CONTROL TECHNICIANS TO ISSUE NOTICES TO
APPEAR FOR VIOLATIONS OF MC CHAPTER 13.32 The Committee

RE: Parcel Mapp 9939
Honorable Mayor and Coucil Members, this letter is a request for
consideration of a waiver of certain conditions, attached to the
approval of the subject Parcel Map #9939, which have been imposed
by the City Engineer.
The specific requirements include'a section of sidewalk paving
on Huff Street, a handicapped curb ramp at the corner of Huff Street,
street lighting and the undergrounding of existing Edison Company
power service along the property street frontages.
No development of the property is presently contemplated. The
purpose of the Parcel Map is to enable the tenants now leasing the
existing plant on Parcel 1 to purchase the property and the owner
of the adjacent property at Esperanza and Arrowhead to purchase
Parcel 2.
In 1982 we consolidated the same parcels by Parcel Map #7452 and
off-site improvements were waived at that time pending development of
the property.
Although the percise improvements have not yet been defined,
the City Engineer has estimated the cost of the required off-site
improvements to be in excess of $l70,000 for Parcel l. This is more
than the appraised value of the entire parcel of land!
The waiver of the above mentioned conditions is requested because
we cannot otherwise record the Parcel Map on account of the prohibitive
costs. Also we feel that any further development of the property.
should properly bear the cost. The cost of the under grounding
electricaL service should also be borne by all surrounding properties,
not by just one owner, and should be done by means of an assessment
district.
We would further appreciate you hearing our request at your
regularly scheduled meeting on October 6th, 1986.

Subject Parcel Map 69939
Parcel Map 19939 separates one three acre parcel (Parcel 1,
P.M. 7245) into two parcels, two acres and one acre respectively.
The purpose of the parcel map is to enable the two resulting
parcels to be sold to two separate buyers. No development is
currently contemplated by the buyers.
We request relief from Engineering Division Standard Requirements
No.8 and No. 10 with respect to street improvements and to under-
grounding of existing electric utilities.
We believe that relief from these Standard Requirements is
justified for the following reasons:
1. The purpose of the Parcel Map is to permit a sale
of the property and is not for the purpose of development.
2. The cost of the improvements required for Parcel A (which
has been estimated by the City Engineer to be $175,000) is
greater than the agreed sale price of the land in Parcel A
($l69, 720).

3. A precedent for relief from off-site improvement require-
ments has already been set when Parcel Map .#7452 was
approved in 1982.
4. Denial of the request will prevent purchase of the property
by Nuwest Manufacturing and Sidler Pipe Company and force them
to consider moving their businesses elsewhere.

At the last meeting of the Legislative Review Committee, an offer of payment
in the amount of $35,000 was offered as satisfaction of this requirement.
The $35,000 represents the proportional share, for Parcel Map No. 9939, of
the estimated total cost for undergrounding the overhead line on Arrowhead
Avenue, from Central Avenue to Mill Street.
Attached is a letter from Mr. John Day, dated l2-1-86, making a counter offer
of $15,000.
Since Mr. Day declined to accept the terms stipulated by the Legislative
Review Committee, this item cannot be placed on the Council Agenda of
12-08-86 for confirmation.
It is suggested that this item be placed on the Committee's Agenda, for the
meeting of 12-11-86, to consider Mr, Day's letter.

Re: Undergrounding Utilities - Arrowhead and Huff
Dear Mr. Hardgrave:
Thank you for your letter dated November 21,1986.
You noted that the Council Legislative Review Committee has
indicated its willinFness to recommend to the Mayor and Council
that a payment of $35,000.00 be accepted as satisfaction of the
condition for undergrounding utilities. The figure of $35,000.00
was arrived at by multiplying a unit cost of $51 per foot for
the approximate frontage of the property in question.
The unit cost of $51 per foot is an estimate for under~rounding
the service in Arrowhead Avenue between Central Avenue and Mill
Street. We feel that this is a high estimate since most of our
frontage is on Huff Street which has a branch service while
Arrowhead Avenue is a trunk service. Furthermore, we are curr-
ently installing 3500 feet of underground service in the City of
Redlands at a cost of $85,000.00. This averages out to less
than $25 per lineal foot.
In order to establish a fair proration of the cost of service
to a property, using a cost per lineal foot basis, the cost
should be shared equally by the properties on each side of the
street since it serves both frontages.
Considering both of the above factors Arrowhead-Huff Company
would be willing to pay now a sum of $15,000.00 as satisfaction
of the condition for undergrounding. In addition, it will install
street improvements on Huff Street i2uediately, or provide a cash
bond for them,if Parcel Hap #9939 can be approved by December 15,
1986.
We trust that this offer will be accepted as a fair and equitable
solution to our dilemma.
