COUNCIL ACTION CORRESPONDENCE
The memo dated November 18, 1986, concerning the Verdemont Area Plan, Final
EIR and Change of Zone No. 86-15 was incorrect. It should have read as follows:
The hearing on the Verdemont Area Plan, Final EIR and Change of Zone No. 86-15
was closed. The Mayor and Common Council certified the .Final Environmental
Impact Report and Addendum prepared for the Verdemont Area Plan and adopted
the Verdemont Area Plan.
Change of Zone No. 86-15 and the Negative Declaration for the proposed
ordinance amendment were approved. The proposed ordinance amendment with
the changes as submitted on the draft form derived from Legislative Review
Committee hearings, as well as the proposed change in zoning on one piece
of property in Devil's Canyon from R-1-40 to R-1-5, were adopted.
Resolution No. 86-474: Resolution of the City of San Bernardino certifying
the Final Environmental Impact Report and Addendum, and adopting General
Plan Amendment No. 86-3 (The Verdemont Area Plan), was adopted.
The following ordinances were laid over for Final reading:
Ordinance of the City of San Bernardino Rezoning Certain Parcels of Land,
Amending the Land Use Zoning Map, which is Incorporated by Reference in
Section 19.06.020 of the San Bernardino Municipal Code, According to
Exhibits "A" and "B" (Petition No. 86-15, Verdemont Area Plan).
Ordinance of the City of San Bernardino Amending Title 19 of the San Bernar-
dino Municipal Code to Create the R-1-40 Acre and the PF Public Facilities
Zones and Establishing Regulations for Their Use.

Dear Mayor Wilcox:

I wish to commend the staff of the City Planning Department and the Verdemont
Citizens Advisory Committee for their dedicated effort in drafting the Verdemont Area
Plan. They have produced a policy document that will not only assist development
decision making for the Verdemont area but will serve also as a model for similar
plans for other areas of San Bernardino. I want to assure you of our support of the
overall plan and of the objectives it seeks to attain.
At my request, several faculty and staff here at the University reviewed the
proposed Verdemont Area Plan. Let me share with you their opinions and suggestions
about specific elements of the plan so you mi&ht consider appropriate action.
"Scenic HiRhways" and "Community Development and pesiRn" - These elements
of the plan address the visual qualities of development in the Verdemont area. They
are crucial, of course, because they affect the daily lives of residents. They also
give visitors their first impression of the area, and we certainly hope to make that
impression positive. The "Scenic Highways" and "Community Development and
Design" elements of the current plan, however, are not fully developed and will
provide little direction to future decision makers interested in well-planned
development in the area.
One of the great attributes of the Verdemont area is its natural beauty and
attractive vistas. A thoughtful review of the "Scenic Highways" and "Community
Development and Design" elements of the area plan, to include fully elaborated
policies and standards, would assist substantially in preserving and enhancing the
visual qualities of the area as development progresses..
"Noise" and "HousinR" - These important elements of the Verdemont Area
Plan make reference to supporting programs and policies to be found in the City's
General Plan. After reviewing closely the pertinent segments of the General Plan,
however, it appears that they may not satisfy the requirements of California
Government Code Sections 65302, 65583, and 65588. The General Plan was prepared
years ago and the portions concerning "Noise" and "Housing" may be out of date.

None of the reviewers of the plan here on campus are 'attorneys, but the
State mandates leave little doubt as to their intent and my colleagues believe
the current General Plan elements could be subject to court challenge. You may
wish to bolster these portions of the Verdemont Area Plan by remedying the
shortcomings of the City's General Plan.
Having presented these suggestions, let me reiterate my support for the
Verdemont Area Plan. I applaud the manner in which the City has addressed the
development issues in the vicinity of the University, and I look forward to a
continued constructive relationship with the City in seeing the area developed
over the coming years.
In closing, let me ask that the Verdemont Area Plan be published in an
attractive format that will promote its being read and appreciated by the greatest
possible number of citizens. A format including colored maps and photographic
examples might increase its readability and ultimate impact. Now that so much
work has been done on the plan, such additions might help assure that it will be
fully utilized.

suggestions. I wish you and the City of San Bernardino well in your ongoing
efforts to plan the best development of our community.
