Review of Plans - Two-Story Single-Family Residence. 7 A. The Planning Department shall establish and utilize 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 procedures pursuant to San Bernardino Municipal Code Chapter 19.77 for the review and approval of plans to expedite processing of applications for development and improvement of any two-story single-family structure on vacant exiatinq Iota Iir-/ in the foothill area which have been recorded for a period of three years; the foothill area is described as that ar~a " beginning on the east side of the City Limits at Boulder Avenue and Highland Avenue; thence northwesterly alonq the extension of Piedmont Drive to Victoria Avenue; thence northerly UP to the extension of piedmont Drive westerly to Foothill Drive; thence along Foothill Drive west to Del Rosa Avenue; thence north to the extension of Fortieth Street; thence west alonq Fortieth Street to Waterman Avenue; thence north to the P.E. Railroad right-of-way; thence west along the P.E. Railroad right-of-way to the Northpark Boulevard; thence west along Northpark Boulevard extending to the Muscupiabe Rancho line; thence west to the city Limits, more particularly described as shown on a map labeled Exhibit A on file in the Planning Department. 11/18/86 1ST REVISION 1 B. B. The purposes of the review of plans are to ensure: 1. The compatibility of such development and improvements with existing surrounding single-family residences; 2. The preservation of mountain and valley views for existing and future residences as can reasonably be obtained by the development; and 3. The protection of the values of such residences. C.
