Resolution No. 86-162 approved awarding contract to Signal Construction
Co. for the low bid of $61,903.00.
Approval of Change Order No. One authorizing Contractor to install three
additional traffic control loops, a Type III Electrical service, and
approximately 110' of rigid conduit, at a cost not to exceed $2,800.00,
for an increase in the contract price from $61,903,00 to $64,703.00.

Recommended motion:
That Change Order No. Two to the contract with Signal Construction
Corporation, for modernization of traffic signals at Baseline and
Muscott Streets and at Sixth and "D" Streets, in accordance with
Plan No. 6657, be approved; to authorize the Contractor to install
necessary wiring and conductors to connect the street lights at
Sixth and "D" Streets to the 240 volt circuit, for a lump sum cost
of $500.00.

STAFF REPORT
The project directed the installation of four street lights, at the
intersection of Sixth and "D" Streets, as part of the HES project to modify
traffic signals at Sixth and "D" Streets and Baseline and Muscott Streets.
The street lights were to be connected to the existing 240 volt series
street light circuit.
During construction, street improvements were constructed on 6th
Street by the developer of the adjacent property to the west, which necessitated
rerouting the series street lighting circuits, and installing a 240 volt circuit.
The Contractor agreed to install 240 volt luminaires at no extra charge
to the City. The 240 volt luminaires are more efficient and in accordance with
current City policy. Additional wiring and conduit are required to connect the
street lights to the new 240 volt circuit. The Contractor submitted a price
quote of $500.00 for this extra work. We have reviewed this price and found it
to be fair and reasonable.
This change order will have to be paid entirely with City funds, since
the work is not eligible for Federal-Aid Funds. This determination is due to
the extra work being necessitated by improvements installed by a developer and
City's desire to change the voltage of the street light circuit.
The cost of this change order is $500.00, which will increase the
contract price from $64,703.00 to $65,203.00.
We recommend that Change Order No. Two be approved.
