1. PROJECT 770 STATUS - The Committee recommended that
the Mayor and Council reaffirm funding for Rio vista Park and
the requests be ame~de9 to reflect the $88,360 remaining in

2. PROJECT EARLY OUTREACH - Item continued to allow the
Director of Community Development Department to reanalyze the
request, coordinate with the County and look at the school
drop out allocation as a possible source of funding for this
program.

3. OUTDOOR SALES FEE - The Committee recommended a fee
of $25 for parking lot and sidewg].jt sale permits with a/j .-/)

4. & 5. PARADE AND OUTDOOR ENTERTAINMENT FEES - Items con-
tinued for 30 days to allow staff to review and reanalyze
from a positive standpoint. A review of insurance and cost
impact on City will be provided with the report.
6. CRIMINAL INFORMATION HISTORY - Item continued to
allow additional input. A look will be taken at setting up a
review committee.

7. FEES FOR DEPARTMENT OF PARKS, RECREATION & COMMUNITY
SERVICES - All fees except for Sturges Auditorium were recom-
mended for approval. Staff will realign those fees and
J include them in the Request for Council Action. The Commit-
~V tee further recommended that an amortization separate fund be
, designated for fees collected at sturges.

8. LIABILITY INSURANCE AND CITY CO-SPONSORING ACTIVI-
TIES (PARKS, RECREATION & COMMUNITY SERVICES) ~he Committee

9. STATUS OF COMPREHENSIVE HOUSING POLICY - Item con-
tinued. Staff will provide the Committee a scope of services
and Request for Proposal at its next meeting.
10. RECRUITMENT OF DEPUTY CITY ADMINISTRATOR POSITION -
The Committee recommended this issue be sent to the Personnel
Committee for their action as soon as possible.
11. REVIEW OF OUTSTANDING PURCHASE ORDERS - Item not
heard.

RESOLUTION NO. 83-201 ENTITLED IN PART "RESOLUTION . . .
3 MODIFYING FEES FOR . USES OF BUILDINGS, SPORTS
FACILITIES. . .", AND INCREASING FEES FOR RECREATIONAL
4 FACILITIES.
5 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:

SECTION 1. Findings. The Mayor and Common Council hereby
8 find:

A. A hearing has been held by the Mayor and Common Council
10 pursuant to the provisions of Government Code Section 54990, et
11 seq., to consider the levy of new and additional fees and service
12 charges for various services provided by the Parks, Recreation
13 and Community Services Department, and for uses of certain
14 buildings, facilities, and equipment, which hearing was held
15 following public notice published in a newspaper of general
16 circulation in the City of San Bernardino.

B. None of the proposed increases exceed the actual cost
18 of providing such services and facilities, and, for those
19 services, which are not completely paid for by the proposed fees,
20 the additional expense to the City of providing the services
21 shall be borne by the general fund of the City of San Bernardino.

C. The proposed fees and charges are reasonable and
23 necessary to enable the City of San Bernardino to more nearly
24 meet the actual costs of providing such services and facilities.

SECTION 2. Implementation. Effective November 3, 1986,
26 Resolution No. 83-201 Section 2 Subsection III is amended to
27 read:

permanently in and serving the City of San Bernardino

5. Civic and social groups (nonresident or commercial)
D. Nonprofit, youth-serving organizations located
permanently in and serving the City of San Bernardino are those
organizations whose principal purpose is to provide a service or
program to participants, generally under the age of 18, of which
at least fifty-one percent (51%) reside in the City of San
Bernardino. Groups in this classification shall pay no fee for
use of outdoor athletic facilities and fifty percent (50%) of the
stated rate for all other facilities and equipment.

E. A non-residency surcharge of ten percent (10%) for all
2 facility or equipment rentals, class registration fees, and
3 excursion fees, and a five dollar ($5.00) per non-resident player
4 surcharge for adults sports programs shall be charged.

F. The Mayor and Common Council may exempt nonprofit

7 civic betterment or charitable purposes or any local civic or
8 charitable organization from the foregoing rates and fees
9 schedule for the use of park and recreation buildings and
]0 facilities upon a finding that the rental fee would create a
]] financial hardship jeopardizing the activity or event planned for
]2 such use and that the activity or event will be of unusual
]3 benefit to the inhabitants of the City and should be supported
]4 with public funds. The word 'local' as used herein is defined to
]5 mean an organization whose membership is comprised of more than
16 fifty percent of City residents."
