Staff and Redevelopment Committee recommend entering into an agreement with CG
Engineering to determine if the proper 80/20 mix of improved/unimproved land
exists in the boundaries of the proposed Northend Project Area,
RACKGROUND
On May 13, 19B5, the Mayor and Council designated a specified area in the
northern section of the City as a survey and planning area to determine if a
redevelopment project within said area is feasible.
Project boundaries were drafted. Staff reviewed the area to try and determine
if the proper BO/20 mix (80% bui1dout/20% undeveloped land) could be achieved,
However, because of the complexity of the zoning for the proposed project and
the requirement of Health & Safety Code Section 33320.1, staff felt that a
consultant should be hired to evidence the 80% urban use test. Staff prepared a
request for proposals (RFPs) for engineering and consulting services,
On OctOBer 3, 1986 staff mailed the RFP for engineering and consulting services
for the proposed Northend Redevelopment Project Area to the following:

STAFF REPORT

Staff has evaluated the proposals submitted and found them all to be
qualified. It is staff's recommendation that CG Engineering be awarded the
contract for Engineering and Consulting Services for the proposed Northend
Redevelopment Project Area,
CG Engineering was used to determine the proper land use mi% for the Snuth
Valle Project. Staff was very satisfied with the services rendered.
If our proposed boundary does not meet the BO% urban use test, the consultant
will be charged with the responsibility of making recommendations for
excluding/including certain areas.
The data to be received will not only allow us to make the finding of the
test", but will also provide staff with an invaluable tool for project
planning.

RESOLUTION OF THE COMMUNITY DEVELOPMENT COMMISSION OF THE
CITY OF SAN BERNARDINO AUTHORIZING AND DIRECTING THE EXECUTION OF
AN AGREEMENT FOR ENGINEERING SERVICES WITH C G BNGINEERING,
BE IT RESOLVED BY THE COMMUNITY DEVELOPMENT COMMISSION OF
THE CITY OF SAN BERNARDINO.
SECTION 1. Findinos, The Redevelopment Agency of the City
of San Bernardino has circulated Requests for Proposals for
engineering services needed in conjunction with the establishment
of final boundaries for the proposed North End Redevelopment
Project.
Three of the proposals have been received, and Agency
staff recommends acceptance of the proposal of C G Engineering,
who submitted the lowest bid.
C G Engineering has previously
provided engineering services for the Agency, as well as for the
City of San Bernardino.
SECTION 2. Implementation. The Chairman and Secretary of
the Redevelopment Agency of the City of San Bernardino are
authorized and directed to execute for and on behalf of the
Redevelopment Agency an agreement for engineering services with
C G Engineering, providing for mapping of the proposed North End
Project Area, review of the boundaries of that area and the
constituent parts thereof to ascertain whether the boundaries
meet the requirements of state law that the area consist of at
least 80% urban uses, and to prepare a legal description for the
area boundary, The compensation for such services shall not
exceed $11,500, except that in the event review of the project
boundaries indicates a need to revise the project boundaries to
comply with urban use requirements, any additional services
necessitated thereby will be billed on a time and materials ~asis

AGREEMENT BETWEEN THE REDEVELOPMENT AGENCY OF THE
CITY OF SAN BERNARDINO AND C G ENGINEERING FOR
CONSULTANT SERVICES -- NORTH END REDEVELOPMENT PROJECT
THIS AGREEMENT, made effective the
day of
5 ' 1986, by and between the REDEVELOPMENT
6 AGENCY OF THE CITY OF SAN BERNARDINO, a public body corporate,
7 hereinafter referred to as "Agency", and C G ENGINEERING,
8 hereinafter referred to as "Consultant", sets forth the terms and
9 conditions for the provision of consultant services relative to
10 engineering services for the proposed North End Redevelopment
11 Project Area.
12 The parties hereby agree:
13 1. Consultant has heretofore submitted a proposal for
14 engineering services to the Agency dated October 20, 1986,
15 relative to performing certain engineering services for the
16 establishment of the boundaries of the proposed North End
17 Redevelopment Project Area of the City of San Bernardino. Agency
18 desires to accept that proposal.
19 2. Agency heceby retains the services of Consultant and
20 Consultant hereby agrees to provide the services of Consultant,
21 as outlined in its proposal for engineering services dated
22 October 20, 1986, a copy of which is annexed hereto as Exhibit
23 "A" and is incorporated herein by this reference.
24 3. Agency agrees to pay consultant for services provided
25 pursuant to this contract a sum not to exceed $11,150, ~ased upon
26 the "Prevailing Hourly Rates, July 1, 1986 - June 30, 1987"
27 provided by Consul tant in its proposal. In the event en;!ineer in;!
28 studies establish the boundaries of the project area must be

I changed to comply with requirements of the state law relating to
2 percentage of urban uses, the cost of additional services related
3
thereto shall be over and above the cost limitation of this
4 agreement. No such additional action shall be taken without
5 consultation with the Executive Director of Agency.
6 4, At all times during the term of this agreement,
7 Consultant shall be an independent contractor and shall not be
8 considered an officer, agent, servant, or employee of Agency.
9 Agency shall have the right to control Consultant only insofar as
10 the results of Consultant's services rendered pursuant to this
11 agreement; however, Agency shall not have the right to control
12 the means by which Consultant accomplishes services rendered
13 pursuant to this agreement.
,~_ 14 5. This contract may be terminated by either party at any

'~; 15 time upon ten (10) days written notice, in which event payment
16 shall be made by Agency to Consultant for services provided to
17 the time of termination.

C G Engineering was formed in 1974 and has been at the same location
in the City of San Bernardino since that time, C G is a full
service planning and engineering firm providing services to numerous
municipalities throughout Southern California. We have a current
office staff of 20. with expertise in civil engineering, urban
planning. surveying, construction management and other related civil
engineering fields, Our office is equipped with an engineering
computer system which includes design software, digitizer, computer
plotter and other peripherals to enable C G to rapidly and
accurately transform field data into accurate plans and maps,

SCOPE OF SERVICES
C G proposes to obtain the aerial photographs recently taken by
Pictorial Crafts of Riverside for San Bernardino County Flood
Control. We propose to enlarge these photographs to a scale of
'1"=200', have them prepared on mylar, and use these 24"x36" mylar
sheets as the base sheets for mapping the Project Area, The project
boundaries as shown on the map accompanying the Request for Proposal
will be reviewed to determine if the area meets the 80% urban use
test, The maps will then be prepared on the mylar base and a legal
description for the area boundary will be written. All completed
originals will be submitted to the Redevelopment Agency.
TIME OF COMPLETION
Upon issuance of a Notice to Proceed with the work on or prior to
November 6. 1986, C G will complete the work and submit it to the
Redevelopment Agency by December 19. 1986.
CCST FOR SERVICES
C G proposes to perform the work on a time and materials basis in
accordance with our hourly rate schedule, Total estimated cost for
doing the work outlined under Scope of Services is $11.150, In the
event the boundaries are adjusted after the initial work has been
performed and the maps and legal descriptions need to be changed. we
propose this work to be accomplished on a time and materials basis.
C G will provide estimates of costs for work involved for each
change on a case by case basis.

Mr. Christensen is one of the founders of C G Engineering, a firm dedicated
to providing professional engineering and planning services to
governmental agencies and private clients. His leadership and guidance
during growth years has maintained a consistently high level of
professionalism while the firm has expanded many times in size.
Mr. Christensen maintains professional engineering involvement in the
fields of assessment engineering and municipal engineering. He has
served in the capacity of assessment engineer in more than fifty
assessment proceedings involving the Improvement Act of 1911, the
Municipal Improvement Act of 1913, the Improvement Bond Act of 1915 and
the Landscaping and Lighting Act of 1972. Construction of roadway,
drainage and sewerage improvements as well as maintenance and operation of
landscaping and street lighting have been handled through the assessment
proceedings.
Serving as City Engineer for the City of Rialto provided a strong
background for subsequent consulting city engineering services.
Mr. Christensen has served as city engineer for Lorna Linda since 1972 and
has guided extensive public works improvements involving water wells and
reservoirs, major sewer and storm drains and a railroad grade separation
project.

served as president or chairman of several organizations.

Mr. Starner has an extensive background in completing a variety of
projects for both private and public agencies in the Southern California
area. This experience includes supervision of planning route alignment
studies and design of public works facilities for roadways, bridges, major
drainage facilities, and utilities.
Mr. Starner's familiarity with the integrated process of city planning as
it relates to the engineering functions has been an on-going part the
experience gained as a consultant since 1972.
Mr. Starner has been project manager on numerous successful private
professional development projects requiring the entire spectrum of
professional services inCluding planning, design, and construction
services.
Additional experience prior to consultant work includes a total eighteen
years with the California Department of Transportation. The latter
portion of that time included responsible charge of design of projects
from minor 2-lane roadways to major B-lane Interstate Freeways.
Mr. Starner is an active member and participant in community and
professional groups including The American Society of Civil Engineers,
and is currently a member of the State Board of Directors of the California I
Society of Professional Engineers.

Mr. Barakian has had a total of 6 years experience in the Engineering
Departments of local governments in Southern California. This experience
ranges from being responsible for the design and construction of city
street, sewer, storm drain and grading projects to preparation of
construction specifications, traffic and transportation reports. Be has
also been responsible for preparing reports and supporting data for
development of and revisions to the circulation elements, master plans of
highway, and master plans for sanitary sewers for various local
governments.
In addition Mr. Barakian has been employed since 1979 with C G Engineering
where, in addition to the duties, mentioned above, he has served as
Resident Engineer for several federally and locally funded improvement
projects for several local cities.
Mr. Barakian's involvement in the civil engineering field has encompassed
field work as a surveyor, construction inspector and resident engineer as
well as office work as a project designer, report writer, project engineer
and project manager.
Mr. Barakian is also a participating member of the CitY-County Engineers
Association of San Bernardino and Riverside Counties and the
Riverside/San Bernardino Traffic Engineers' Associations.
