Resolution 86-401 established guidelines and directed drafting of a
development agreement.
Continued the matter of drafting a development agreement.
Recommended motion:

Move to table consideration of an Owner Participation Agreement with Southern
California Gas Company until the agreement is drafted and approved by the Gas
Company. Central City South Project Area.

STAFF REPORT

Staff recommends that the Council table this item until Southern California Gas
Company has approved a draft development agreement.
Background
On September 22, 1986, the Southern California Gas Company appeared before the
Commission to voice their concerns regarding the prohibition of outdoor storage in
the Overlay Zone in Central City South. They expect to extensively remodel the
bUilding within a few years and wish to continue their current outdoor uses.
A compromise has been reached involving a proposed OPA that uses screening
techniques simular to the Wixen project previously approved by the Commission.
Staff was instructed to negotiate the specific language of the agreement in the
last few weeks.
The Gas Co has had a eeries of internal meetings to discuss the long term
viability of their current site. They have looked at alternatives including the
Lena Road site. They now appear to feel that their current site will be suitable
for the foreseable future. Agency Counsel is preparing a proposed agreement for
their review and staff is suggesting that the item be tabled until it has been
reviewed and approved by the Gas Co.
