Synopsis of Previous Council action:

and accepted and final payment authorized at expiration of the lien
period.
Resolution No. 86-76 adopted authorizing execution of Agreement for
development of the Seccombe Lake State Urban Recreation Area.
Plans approved and authorization granted to advertise for bids.
Resolution No. 86-328 adopted, awarding contract to Valley Crest
Landscaping, Inc. for the low bid price of $915,000.00.

Recommemled motion:
That Change Order No. One to the contract with Valley Crest
Landscaping, Inc., for the construction of Phase I-A, Zone B,
of See combe Lake State Urban Recreation Area, per Plan No.
6878, be approved; to authorize the Contractor to delete the
Adobe Building re-construction, at a net decrease to the
contract price of $56,266.00, from $915,000.00 to $858,734.00.

STAFF REPORT
During removal of the northerly addition to the old Adobe Building,
portions of the North and East walls collapsed. All work within the adobe
construction area was discontinued and a security fence was erected to secure
the area and reduce liability exposure. Work on, or adjacent to the structure,
has been suspended pending a review by the City and State, of the acceptable
methods for reconstruction of the Adobe Building as a historical landmark.
Change Order No. One will direct Valley Crest Landscaping, Inc. to
continue with the removal of the remaining portions of the roof and brick gables,
removal of the newer southerly addition, shoring of the remaining portions of
the adobe walls, removal of debris, and salvaging the adobe bricks.
It has been determined that the adobe structure will be reconstructed
under a future contract, utilizing as much of the existing structure and
materials as possible. The credit amount of $56,266 will be available for
this reconstruction.
In order to allow the completion of the Seccombe Lake Project, and
obtain an acceptable restored adobe facility, it is recommended that the
restoration of the Adobe Building and its related site work be deleted from
the contract requirements with Valley Crest Landscaping.
The total deductive cost for deletion of the adobe structure and
amenities, not including $8,000 for demol ition, is $56,266.00, redu cing the
contract price from $915,000.00 to $858,734.00. This is based upon a detailed
breakdown of the Contractor's Bid Estimate.
We recommend that Change Order No. One be approved.
URGENCY CLAUSE:
A potential liability is created by the partially demolished adobe house.
Authority needs to be given to the Contractor to proceed with the demolition
in order to abate any possible liability exposure.

Adobe Building, (excepting demolition of the abutting structure,($8,000), and
construction of associated amenities, as follows:
Adobe House, Retaining Walls, Block/Stucco Wall, Teak Park Benches, Trash
Receptacles, Adobe Trellis, Decomposed Granite, Concrete Flatwork, Irrigation,
Landscaping and Electrical, at a lump sum credit of $56,266.00.
(Demolition of existing structure shall proceed in accordance with section 13015
of the contract specifications. All adobe bricks shall be salvaged).
