The General unit and Middle Management MOU's are in order for this purpose. The Resolution itself completes the process by specifying the closure of City Hall on December 26 (Friday) instead of December 24 (Wednesday) and on January 2 (Friday) instead of December 31 (Wednesday) and declaring 12/26/86 and 1/2/87 as holidays, one time only, instead of 12/24/86 and 12/31/86. Recitals. 7 A. Section seven of Resolution No. 6433 establishes that 8 December 24, December 25, December 31 and January 1 are holidayS 9 for the employees of the City; 10 B. December 24 and December 31, 1986 fall on a Wednesday. 11 In contemplation of this, the 1985-87 General Employees' 12 Memorandum of Understanding (MOU), Article 14CA) and the 1985-87 13 Middle Management Employees' MOU, Article 6(A), both provide with 14 respect to Christmas Eve that, ftThe day off provided via this MOU 15 is to be taken instead on Friday, 12/26/86. Thus, 12/24/86, is 16 not a holiday.ft With respect to New Year's Eve, the MOU's 17 provide, ftThe day off provided via this MOU is to be taken 18 instead on Friday, 1/2/87. Thus 12/31/86 is not a holiday.ft 19 C. It is necessary to conform the holidays of all City 20 employees to those established for employees covered by these 21 Memorandums of Understanding. 22 23 SECTION 2. Imolementation. December 25, and 26, 1986, and January 1 and 2, 1987, are 24 hereby declared to be City holidays.
