Synopsis of Previous Council action:
On October 20, 1986, the Mayor and Common Council considered this matter and
referred it to the Ways and Means Committee.
Recommended motion:
FORM MOTION:
That the Mayor and Common Council reaffirm previous action taken in May 1984
allocating $100,000 in FY 1984/1985 CDBG funds to Rio Vista Park for preparation
of plan and specifications for grading, irrigation and hydroseeding of 6.8
acres at Rio Vista Park and contract for performance of same.

STAFF REPORT
The Mayor and Common Council and Ways and Means Committee has
previously considered the status of Project #770. Since the
most recent discussion of this issue, staff has obtained a
copy of the original work order (w.O. #1413) issued by the
Finance Department to Public Works/Engineering on behalf of
the Parks, Recreation and Community Services Department
(attached) .
During the Fiscal Year 1984/1985, the Mayor and Common
Council approved $100,000 in CDBG funds for "preparation of
plans and specifications for grading, irrigation and hydro-
seeding approximately 6.8 acres, Rio Vista Park; administer
RFP and contract for performance above". Only the
preparation of plans and specifications phase was completed,
leaving $88,360 remaining and the implementation phase yet to
be accomplished.
Staff recommends that the Mayor and Common Council reaffirm
its previous action taken in May, 1984, allocating $100,000
in FY 1984/1985 CDBG funds to Rio Vista Park for preparation
of plans and specifications for grading, irrigation and
hydroseeding of 6.8 acres at Rio Vista Park and contract for
performance of same. Further, that requests for additional
funding for Rio Vista Park be amended to reflect the $88,360
