Synopsis of Previous Council action:
NONE
Recommended motion:
That the expenditure of approximately $390.00 (estimated cost of trip) be used for the
attendance of (1) student to the National Emergency Training Center in Emmitsburg, Maryland.
This course is the "FIRE ARSON INVESTIGATION COURSE", which will be held April 7 through .
18, 1986.
The cost of this trip would include a roundtrip airline ticket for $258.00 (which is reim-
bursable by the school) and a meal ticket at the cost of $132.00 (which includes all meals
during this course). The lodging is arranged by the National Emergency Training Center and
costs nothing.

STAFF REPORT
'This in depth course identifies successful methods of
conduction legal fire/arson investigations. Specific
topics include; Point of origin and fire causes, both
accidental and incendiary, motivation of firesetter,
fire scene investigation, and legal aspects of fire
investigation. "
'The quality of investigations will be enhanced. As
the Police Department's only arson investigator, it
is essential that we provide him with the necessary
training needed to do a professional job."
JUSTIFICATION FOR PLACEMENT ON SUPPLEMENTAL AGENDA
Flight arrangements were not confirmed until the
last minute causing a delay in preparing the necessary
paperwork.
