AMENDMENT - MUNICIPAL CODE SECTIONS 5.82.050 AND 5.82.160 - BUSINESS PERMIT ORDINANCE - The Committee recom- mended approval. 2. ORDINANCE REPEALING PERTAINING TO AUXILIARY AND Committee recommended a repeal MUNICIPAL CODE CHAPTER 8.75 PRIVATE ALARM SYSTEM The of the ordinance. 3, AMENDMENT - MUNICIPAL CODE SECTIONS 19.60.045 PROHIBITING SIGNS, AND 19.24.020 - PARKING LOT AND SIDEWALK SALES - The Committee recommended (voting 2-1 with Strickler voting no) that the amendment be approved with the following changes: Title changed to .Outdoor Sales and Displays.. The sales would be authorized four times per year, for no longer than nine days, with at least seven calendar days between reissuance and termination. 4. A) SCHOOL IMPACTION FEES - COLTON JOINT UNIFIED SCHOOL DISTRICT The Committee recommended that school impaction fees as established for San Bernardino also be applicable to Colton Unified School District, The Committee noted that Redlands Unified School District had not submitted information on overcrowding but, upon receipt, a resolution would be provided, B) SCHOOL IMPACTION FEES - SAN BERNARDINO UNIFIED SCHOOL DISTRICT - The Committee recommended approval of the request for the District to use fees collected pursuant to school impaction for temporary facilities as requested with the specific number of facilities to be identified by the District, " 5. ORDINANCE AMENDMENT TO MUNICIPAL CODE SECTION 19,26,020 - CUP FOR OFF-SITE SALES OF ALCOHOLIC BEVERAGES - This item was continued by the Planning Director as report was not yet ready for presentation. 6. R-3 MULTI FAMILY ORDINANCE - This item was continued by the Planning Director. A second meeting with developers and the Building Industry Association (BIA) was held on the same date and expectations are that the report will come back to the next Legislative Review Committee meeting. 7. NATIONAL ORANGE SHOW - TERMINATION OF AGREEMENT (INSTALLATION/MAINTENANCE OF ELECTRIC FOUNTAIN) - This item was continued pending a review by the City Administrator of all agreements or contracts in existence with the National Orange Show. Since that time, the payrrents have been collected as of February 11, 1986, as shown on the attached mid-year report. '!be Honorable E.Vlyn ,Wilcox, Mayor ~rs, San Bernardino City CoImcil 300 North "0" Street San Bernardino, CA 92418 Dear Mayor Wilcox and City Council M3ntlers: Section 7 of the Resolution states that "Fees collected under the authority of this resolution shall not be used for tenporary facilities except with the approval of the Mayor and Comron Council." Due to the projected overcrowding at San Gorgonio High School in the coming year, the Board of Education recently approved a plan to transfer a nurrber of San Gorgonio Students to Sc-m Andreas High School. This plan will require the placerrcnt of at least three classrooms at San Andreas High School. Because of cost conditions and technical requirerrents involved in qualifying for State School Building Funds, the Administration has recorrmended that terrporary classroans be obtained. Both San Gorgonio High School and San Andreas High School are located in the City of San Bernardino. Consequently, it is appropriate that fees collected pursuant to Resolution No. 85-337 be expended for this project, The School District requests that the Mayor and Camon Council approve this proposed p..xpendi ture of funds collected. In addition, we are presenting plans to the Board of Education that will require expenditure in an anount exceeding the total collected to date. Included will be a request for approximately 14 portable classroans. Thank you for your continued interest in the housing of students in the San Bernardino City Unified School District.
