The traffic conditions have started to generate complaints and accidents have been recorded. A study, done by our Traffic Engineering Section, has indicated that traffic signals warrants are not satisfied at this time, but will be in the near future. A meeting was held on 2-21-86 with property owners in the area to discuss methods of financing the cost for installing signals. It was generally agreed that an assessment district appeared to be the most viable method. It is recommended that authorization be given to proceed with the formation of an assessment district, in order that the traffic signals can be in operation by the time the warrants are satisfied. 75-0264
