At the February 3 regularly scheduled Council Meeting, the
staff was requested to analyze the circumstances concerning
the JPA setting up Operation Second Chance. Further, they
were also requested to look at other joint powers agreements
to determine the City's positio:~.
The staff was to report a schedule for completion of these
tasks at the March 3 Council Me~ting.
The analysis concerning Operati~n Second Chance was referred
to the legal staff due to the legal and complicated contract-
ual agreement, The City Attorney feels that the task of
reviewing the JPA setting up Operation Second Chance could be
completed by March 17, 1986, The other project has been
referred to the departments involved in the formation of the
JPAs and a staff report should be completed, This will
probably be completed for the May 5, 1986, Council Meeting.
