This agenda item is a supplement to regular agenda item #7 and a request for additional actions relating to the Central City Study Block, a) Abandonment of "F" Street, north of Kill. Agenda Item #7 authorizes the acquisition realignment and the "F" Street extension, "paper street" from Rialto Avenue to Kill. of land for the ~G" Street Currently, "F" Street is a Public Works, on February 27, 1986, contacted the railroad to determine if they would have any problem with the abandonment of the right of way of "F" Street from Millon North to the new proposed "F"/"G" connector street, They commented that they would concur with the city's recommendation. The motion recommended would free up that land which is currently in a right of way status from Kill Street north to the new proposed "F" Street extension. The map attached indicates that portion propoaed for abandonment (Exhibit A), b) Wixon Pipe & Supply ~ The study team met on February 27, 1986, The prime topic of discussion was Wixon Pipe & Supply. Wixon is currently located at 348 South "E" Street, Their lease expires in June. They own a large parcel of property along Columbia, west of "G" Street, and have initial plans for the construction of their new facility on this site, The study team discussed the proposed development which would include an open yard to the west of their building, which would be exposed to the freeway. Although the specific plan designating the land uses has not yet been formulated and approved, the study team did not feel that open storage yards would be the highest and best use of this area. The 120 day moratorium recommended would require all development to receive specific approval before issuance of the building permit. The moratorium is necessary to give consultant and study team time to recommend a specific plan, The specific plan will designate land uses, Of Wixons indicated that their first chance would be to construct their building within the study block, but if the use was determined uncompatable they would need to immediately seek other locations. They have completely outgrown their current location and attempts to expand have been unsuccessful. . The study team is recommending that staff be instructed to contact the adjacent property owner to the south in an attempt to lease or acquire a vacant unused property owned by Stockwell & Binney. This property could then be leased for a temporary period, for a nominal fee, to Wixons for expansion of their storage yard. This would relieve their immediate needs for additional room.
