Phasing The project shall be phased and consist of up to five (5) foul air scrubbers at the San Bernardino Wastewater Treatment Plant. Phase I - Installation of one foul air scrubber Phase II - With acceptable results (per NPDES requirements) of Phase I, continue with the installation of two additional foul air scrubbers. Phase III - Again, with acceptable results (per NPDES requirements) of Phase II, continue with the installation of final two foul air scrubbers. Description of Project The five (5) foul air scrubbers are planned to remove odors from the foul Q air which is ventilated from inside the Unit 1 primary clarifier, preaerator, north gravity thickener and Units 2N and 2S primary clarifiers. The foul air scrubbers should each consist of a fiberglass enclosure ap- proximately 5 to 10 feet in diameter and 20 to 40 feet in height. The fiber- , .. glass enclosure should contain a plastic media bed approximately 5 to 15 feet deep. Liquid sodium hydroxide, sodium hypochlorite chlorinated water or other agents reactive with hydrogen sulfide will be recirculated to the top of the plastic media bed. The liquid will cascade down through the clastic media while the foul air is forced up through the media. Odorous compounds should be removed by the subsequent chemical reactions which may occur between the liquid and odorous compound. A portion of the recirculating liquid can be wasted continuously or intermittently. The recirculating liquid can be replaced with fresh liquid chemical solution so that a sufficient volume of reactive material is always present in the solution to ensure that the chemical reactions with the odorous compounds in the foul air occur with maximum efficiency. Each foul air scrubber can be equipped with at least one ventilation supply fan, one liquid recirculation pump, one chemical feed pump and one chlorine solution pump. -1- . . . . . . A TTACHHENT "B" Human Safety Potential The foul air scrubbers are being considered to minimize the risk of public exposure to offensive odors which do not achieve adequate dilution by natural atmospheric processes before they reach the property boundary of the Wastewater Treatment Plant. This could encourage community acceptance of the existing wastewater treatment facility which has been surrounded by facilities ut i I i zed by the general pub Ii c. It is possible that each scrubber could discharge up to 450 pounds of sodium per day into the plant effluent. It is possible that each scrubber could discharge up to 950 pounds of filterable residue per day into the plant effluent. Sodium and filterable residue are currently regulated by NPDES Permit No. 85-71 for the San Bernardino Wastewater treatment facility. The San Bernar- dino Water Department staff requested an increase in the NPDES effluent discharge limitation for sodium from the previous limit of 85 mg/l to 95 mg/l. An increase in the NPOES effluent discharge limitation for filterable residue from the previous limit of 535 mg/l to 545 mg/l was also requested. The staff of the Regional Water Quality Control Board refused the City's request for the increase, and approved NPOES Permit No. 85-71 using the previous limitations of 85 mg/l for sodium and 535 mg/l for filterable residue. However, the staff of the Regional Board has agreed to consider relaxing the discharge limitations for sodium and filterable residue if actual scrubber operational data so dictates. -2- . . . . . ATTACHMENT "C" Mitigation Measures Construction can be performed by San Bernardino Water Department per- sonnel. Potential negative impacts during construction can be minimized by carefully schedul i ng the work duri ng dayl i ght hours, and the use of modern construction equipment which are fitted with proper noise and emission con- trols. Construction dust can be minimized by keeping the construction site watered. Operational impacts from noise and exhaust emissions from the four air scrubbers can be mitigated by proper design of the mechanical equipment and " enclosures. Adverse impacts caused by the increased sodium and filterable residue in the plant effluent discharge can be mitigated by careful operation and moni- '. tori~g of the foul air scrubbers. The San Bernardino Water Department staff will continue to work with the Regional \4ater Quality Control Board to ensure that the. increased sodium and filterable residue concentrations in the plant discharge are within the acceptable public health objectives established for the Santa Ana River Basin. - 3- . . . ~. z w ow . 0 . w - . ~- w .
