The current code only requires sprinklers, for the most part, in buildings over 12,000 sq. ft. The fire department can normally control and extinguish a fire in a 5,000 sq. ft. building with a first alarm assignment. A larger structure requires a second or third alarm. This strips the City of fire figt,ting resources and prohibits the department from providing the required high level of service. As the City grows, the need for additional fire personnel and apparatus will increase to fight the potential fires that could be easily controlled by automatic fire sprinklers. This o,-dinance will allow the City to meet the increasing need of fire protection without larse increases in fire personnel. ORDINANCE OF THE CITY OF SAN BERNARDINO AMENDING CHAPTER 15.16 OF THE SAN BERNARDINO MUNICIPAL CODE RELATING TO AUTOMATIC FIRE EXTINGUISHING SPRINKLER SYSTEMS AND FIRE ALARMS IN COMMERCIAL BUILDINGS. THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO 5 DO ORDAIN AS FOLLOWS: 6 SECTION 1. Section 15.16.212 of the San Bernardino 7 Municipal Code is added to read as follows: 8 "15.16.212 Automatic Fire Extinguishing Systems. 9 Section 10.308 Subsections (a), (c) paragraphs 1 and 3, and 10 (d) of the Uniform Fire Code are amended to read as follows: 11 10.308.(a) General Requirements. An automatic fire 12 extinguishing system shall be installed in the occupancies and 13 locations as set forth in this section. This section shall 'apply 14 to all new constructioll or remodel of existing structures that 15 increases the total square footage to the limitations set forth 16 in this section. 17 For special provisions on hazardous chemicals and magnesium, 18 and calcium carbide, see Section 10.301 and 45.208 and Articles 19 48, 49 and 80. 20 10.308.(c) Group A Occupancies. 1. An automatIc sp~inkler 21 system shall be installed in all buildings or portions of 22 buildings classified by code as Group A, Division 1; Division 2, 23 Division 2.1; or Division 3 occupancies that exceed five thousand 24 square feet in floor area. 25 Exceptions: 1. All occupancies of Type I F.R. or Type II F.R. 26 construction of the square footage allowed by Uniform Building 27 Code Chapter ), provided with an approved fire detection system, 28 within all buildings or portions of buildings classified by code 3~ . .. . Exhibition and Display Rooms. An automatic sprinkler system shall be installed in rooms classified as Group A occupancies which have more than five thousand square feet of floor area which can be used for exhibition or display purposes. 10.308.(d) Group B Occupancies. An automatic sprinkler system shall be installed in all buildings or portions of buildings classified by code as Group B, Division 1; Division 2; or Division 3 that exceed five thousand square feet in floor area. Exceptions: All occupancies of Type I F.R. or Type II F.R. construction of the square footage allowed by Uniform Building Code Chapter 5, provided with an approved fire detection system ~ithin all buildings or portions of buildings classified by code as Group A, Division 1; Division 2; Division 2.1; or Division 3. SECTION 2. Section 15.16.216 of the San Bernardino Municipal Code is added to read as follows: "15.16.216 Automatic Sprinkler System Alarms. Section 10.309 of the Uniform Fire Code is amended to read as follows: Automatic sprinkler systems serving a sprinklered building in excess of five thousand square feet or serving more than one hundred sprinklers, shall be supervised by an approved central, proprietary or remote station service or a local alarm which will give an audible signal at a constantly attended location." 1 HEREBY CERTIFY that the foregoing ordinance was duly adopted by the Mayor and Common Council of the City of San Bernardino at a meeting thereof, 2 . .. . . . . 1 held on the day of , 1986, by 2 the following vote, to wit: 3 4 AYES: Council Members 5 NAYS: 6 ABSENT: 7 8 9 10 11 12 City Clerk The foregoing ordinance is hereby approved this day of , 1985.
